Vice Chairman Flescher pointed out that the County is advancing a restrictive tool <br />of enforcement that would correct past years' errant ways and the reason for the Mining <br />Moratorium. <br />Area residents Suzon Franzke and Mary McGuire -Smith adamantly opposed the <br />Board's proposed increase in the truck trip threshold. <br />Commissioner Solari announced that he wanted to amend his Motion, to drop the <br />trips from 1,000 to 750. <br />MOTION WAS AMENDED by Commissioner Solari, <br />SECONDED by Vice Chairman Flescher, to reconfigure <br />Section #4, Item (4)(e)(1), to insert an additional subcategory <br />(a) for the minimum gradable base of twelve (12) inches of <br />suitable road base material; and a subcategory (b) for the <br />twelve (12) inch sub base and twelve (12) inches of coquina <br />road base; and to tie those requirements into Section 4(f), <br />with the paving trip threshold at 750 trips. <br />The Chairman CALLED THE QUESTION, and by a 2-2 <br />vote (Commissioners O'Bryan and Wheeler opposed, <br />Chairman Davis recused himself), the Motion FAILED. <br />MOTION WAS MADE by Commissioner O'Bryan, <br />SECONDED by Commissioner Wheeler, to approve staff's <br />recommendation on Section #4, Item (4)(f), with the addition <br />of a subsection between (4)(e) and (4)(f) stating that with the <br />20 <br />December 19, 2008 <br />Special Call Mining Regulations <br />
