Commissioner Adams thought it was embarrassing that the Legislature had to put <br />this into law; we have already been working with the School Board. <br />In that respect, Director Keating commented we are ahead of the curve. <br />Commissioner Neuberger suggested that any vacancy to come up could be filled by <br />a School Board representative. <br />It was determined that no one else wished to be heard and the Chairman closed the <br />public hearing. <br />Before any motion, County Attorney Collins thought that some good concerns were <br />raised by both Mr. Heady and Mr. Barkett. He thought it might be a good idea to reorganize <br />and bring this back at the first meeting in January. He asked Director Keating if there was <br />any statutory deadline for implementation. <br />Director Keating responded that according to the interlocal agreement, it is to be <br />implemented by January 1St, whereupon Commissioner Lowther declared that he had no <br />problem with making this a non-voting representation. <br />ON MOTION MADE by Commissioner Lowther, <br />SECONDED BY Commissioner Neuberger, the Board by a <br />4-1 vote (Commissioner Adams opposed) adopted Ordinance <br />No. 2003-036 amending Indian River County Code Section <br />103.03.1 APlanning and Zoning Commission@ to add a School <br />Board Representative as a non-voting member; providing for <br />codification; providing for severability; and providing for an <br />effective date. <br />December 2, 2003 <br />11 <br />
