ON MOTION by Commissioner Wheeler, SECONDED by <br />Vice Chairman Flescher, the Board unanimously agreed <br />to not transmit the first component of the Comprehensive <br />Plan Amendment to the Department of Community Affairs <br />(DCA). <br />(Clerk's Note: At 11:48 a.m., the Chairman announced that the Board would <br />retreat to the Commissioners' Conference Room to conduct an Attorney -Client Session. After the <br />Attorney -Client Session the Commissioners recessed one-half hour for lunch.) The Board <br />returned to the Chambers at 1:30 p.m., and the Chairman closed the Attorney -Client Session. <br />Director Keating explained the second component of the Comprehensive Plan <br />Amendment — Amend the Text of the Future Land Use Element, the Coastal Management <br />Element; Change the Definition of the Coastal High Hazard Area (CHHA); Amend the Coastal <br />High Hazard Area Map, and Amend the Coastal High Hazard Area Map. He told how this was a <br />State mandate, and an item the County had to consider when it adopted its first Comprehensive <br />Plan in 1990. He clarified the significance of the CHHA, and pointed out that in 2006 the State <br />Legislature changed the definition of the CHHA, and as part of that change the State had mandated <br />all local governments to amend the definition of CHHA in their Comprehensive Plans. This <br />Amendment involves changing the text of the Future Land Use Element, the Coastal Management <br />Element, and changes to the Coastal High Hazard Area Map and the Future Land Use Map. <br />Director Keating reported that the Amendment is consistent with the Comprehensive Plan, and <br />recommended the Board approve the Resolution giving staff direction to eliminate the mobile <br />home amendment component. <br />In response to Commissioner O'Bryan's query, Director Keating affirmed that the <br />CHHA is east of US 1. <br />25 <br />December 2, 2008 <br />
