REDICK CONCLUDED THAT <br />HE STRONGLY RECOMMENDS THAT WE HAVE AN ORDINANCE THAT WOULD ESTABLISH <br />STANDARDS DESIGNED TO ELIMINATE FLOOD AND WATER QUALITY PROBLEMS. <br />COMMISSIONER SIEBERT QUESTIONED HOW THE COURSE OF THE RIVER <br />WOULD BE AFFECTED IF THERE WASA HIGH TIDAL CONDITION. <br />PLANNER REDICK REMARKED THAT IT WOULD SIMPLY RAISE THE FLOOD <br />LEVEL; IT DOES NOT CHANGE THE CONFIGURATION OF THE RIVER. HE CONTINUED <br />THAT THIS WOULD INCREASE THE FLOOD POTENTIAL BUT COULD NOT DETERMINE TO <br />WHAT EXTENT WITHOUT A HYDROGRAPH. <br />ATTORNEY COLLINS STATED THAT THE BOARD ESTABLISHED A CRITERIA <br />FOR CERTAIN RESTRICTIONS TO BE PLACED ON THE PROPERTY}AND THE DEVELOPER'S <br />FEELINGS WERE THAT THE BOARD'S RESTRICTIONS WERE UNREASONABLE. HE CON- <br />TINUED THAT THE BOARD HAS NOW HEARD THE REPORT OF THE PLANNING DEPARTMENT <br />AND THEY CAN MAKE THE DECISION TO EITHER MODIFY, AMEND, KEEP OR AVOID <br />THEM ALTOGETHER. <br />COMMISSIONER DEESON INQUIRED IF THERE WERE OTHER AREAS IN THIS <br />COUNTY THAT MIGHT BE COMPARED TO THIS SITUATION. <br />ATTORNEY COLLINS STATED THAT PLATS HAVE BEEN APPROVED IN THIS <br />COUNTY WITHOUT ELEVATION REQUIREMENTSJBUT THERE IS NOTHING TO BE COMPARED <br />TO THE SEBASTIAN RIVER AREA. <br />K <br />CHAIRMAN WODTKE NOTED THAT THERE MUST HAVE BEEN PLATS BELOW 5' <br />THAT HAVE BEEN FILLED,AND ATTORNEY COLLINS REPLIED IN THE AFFIRMATIVE. <br />COMMISSIONER LYONS AGREED THAT IT IS TO THE BENEFIT OF THE PUBLIC <br />NOT TO FILL BELOW THE 5' LEVEL, AS THE PLANNING DEPARTMENT HAS STATED. <br />PLANNER REDICK REPORTED'THAT FILLING SHOULD BE VERY CAREFULLY <br />CONTROLLED AND 5' HAS BEEN DETERMINED BY THE NATIONAL FLOOD INSURANCE <br />PROGRAM TO BE THE ZOO YEAR FLOOD EVALUATION. <br />COMMISSIONER SIEBERT STATED THAT THIS MATTER HAS BEEN DISCUSSED <br />AT VARIOUS LOCAL MEETINGS)AND THE ATTITUDE EXPRESSED WAS THAT THE BURDEN <br />OF PROOF WAS ON THE DEVELOPER TO SHOW IT WOULD NOT HAVE AN ADVERSE AFFECT <br />ON OTHER PROPERTIES. <br />PLANNER REDICK MENTIONED WHAT THE FLOOD PLAIN ORD.INANCES ARE <br />THE DEVELOPER MUST ADHERE TO: PROVE, BY ENGINEERING STUDIES, THAT THERE <br />FEB 2.1 1979 <br />U: <br />
