WILL BE NO SIGNIFICANT INCREASE IN FLOOD LEVELS DURING A 100 YEAR FLOOD <br />SITUATION; FILL WILL BE CONTROLLED SO AS NOT TO ERODE AWAY UNTIL IT HAS <br />BEEN PROPERLY VEGETATED. <br />COMMISSIONER DEESON EXPRESSED CONCERN ABOUT THE TIMING INVOLVED. <br />HE NOTED THAT A DEVELOPER REACHES A CERTAIN POINT, IS STOPPED BY THE <br />BOARD UNTIL A DECISION HAS BEEN MADE CONCERNING HIS PROBLEM, AND HE IS <br />UNABLE TO CONTINUE WITH HIS PROJECT, <br />DISCUSSION ENSUED REGARDING BUILDABLE LOTS IN SAN SEBASTIAN <br />SPRINGS AND IT WAS DETERMINED THAT NOT MORE THAN 10% OR 15% OF THE ONE <br />ACRE LOTS ARE BELOW THE 5' LEVEL; ONE LOT DID HAVE A SLOUGH IN IT, AND <br />PLANNER REDICK AFFIRMED THAT EVERY ONE OF THE LOTS HAVE SUFFICIENT AREA <br />ABOVE 5' IN ORDER TO BUILD A HOUSE. <br />ATTORNEY COLLINS ASKED THE PLANNER IF A CONCLUSION HAD BEEN <br />REACHED IN THE REPORT PREPARED IN THE PLANNING DEPARTMENT. <br />PLANNER REDICK COMMENTED THAT IT DID NOT, PERTAINING TO SAN <br />SEBASTIAN SPRINGS. HE FELT THIS IS A LEGAL QUESTION AND NOT A PLANNING <br />QUESTION AND ALSO.THAT THE BOARD SHOULD ADOPT AN ORDINANCE TO CONTROL <br />THE SEDIMENTATION. <br />DISCUSSION FOLLOWED REGARDING THE RESTRICTIONS AND IT WAS <br />DETERMINED TO LEAVE THEM ON TRE PLAT. <br />CHAIRMAN WODTKE THEN ASKED THE PLANNER'TO SEND A COPY OF THE <br />REPORT TO THE DEVELOPER. <br />• COMMISSIONER SIEBERT CONCLUDED BY STATING THAT THE DEVELOPER <br />COULD COME TO THE BOARD TO SHOW THE BOARD HOW IT WILL NOT HAVE AN ADVERSE <br />EFFECT TO THE PROPERTY. <br />THE HOUR OF 2:00 O'CLOCK P.M.
