Aaron Bowles acknowledged that he appreciated the Board's concerns over the <br />sand mines. He explained how sand mines are excavated and how water is used for the process. <br />He also specified that there is no off-site discharge and no withdraw from the Floridian Aquifer, <br />only the Surficial Aquifer. <br />Discussion ensued as to the concerns of run-off water, recharging through clay, and <br />loss of water through evaporation. <br />Jens Tripson, Vero Beach, suggested the County be put on the mailing list so that <br />when an application for consumptive use is received, the Board would be notified and could <br />review it. <br />Chairman Bowden noted that the Commissioner's and Attorney's offices were <br />already on the mailing list. <br />Joseph Paladin, President of Black Swan Consulting, identified the procedures <br />after the paperwork is submitted to the County, spoke of the hydrology report, which is part of the <br />Board's review, then warned that any negativity that would affect the wetlands or surrounding <br />properties need to be addressed before the permits are granted. <br />Chairman Bowden announced that the letter of concern stands. <br />NO BOARD ACTION TAKEN OR REQUIRED <br />13.B.
