SIMPSON CONTINUED THAT WHILE THEY ARE <br />DOING THE PERMITS, THEY WILL ALSO BE DOING THE CONTRACT DOCUMENTS AND <br />SPECIFICATIONS LEADING TO ADVERTISEMENT FOR BIDS. THEY WILL ANALYZE THE <br />BIDS WHEN RECEIVED AND RECOMMEND THE AWARD. FROM THAT POINT ON IS.WHERE <br />.JOHN SAXON WOULD STEP IN AND ADMINISTER THE CONSTRUCTION CONTRACT ON <br />BARBER AVENUE. MR. SIMPSON ESTIMATED THE COST OF.PRELIMINARY WORK AT <br />ABOUT $7,000 AND THE COST OF MR. SAXON'S SERVICES AT APPROXIMATELY $30,000, <br />PLUS MILEAGE FOR HIS AUTOMOBILE. MR. SIMPSON STATED THAT THE PRELIMINARY <br />ESTIMATE OF THE CONSTRUCTION COST FOR THE PROJECT IS ABOUT $400,000. <br />HE ANTICIPATED THAT THE PRELIMINARY ACTIVITIES INVOLVED IN OBTAINING THE <br />NECESSARY PERMITS WOULD TAKE AROUND THREE MONTHS. HE FURTHER NOTED THAT <br />IT IS NECESSARY TO ADVERTISE FOR ABOUT 30 DAYS TO GIVE CONTRACTORS A <br />FAIR SHOT AT PREPARING BIDS AND THEY FIGURE ABOUT TEN MONTHS CONSTRUCTION <br />TIME, WHICH WORKS OUT TO A TOTAL OF ABOUT 15 MONTHS FOR THE PROJECT. <br />MR. SIMPSON NOTED THAT THEY ARE WILLING TO WORK UNDER EITHER A REIMBURSE- <br />MENT OF COSTS ARRANGEMENT*OR A LUMP SUM., MR. SIMPSON POINTED OUT THAT <br />IN ESTIMATING THE TIME I.NVOLVED, THEY ARE ASSUMING THAT THE PLANS THAT <br />HAVE BEEN COMPLETED ARE GENERALLY ACCEPTABLE TO THE DER, <br />ADMINISTRATOR JENNINGS FELT THE BIGGEST PROBLEM IN THE TIME <br />ELEMENT IS THE PERMITTING AND ASKED THAT THE COUNTY BE KEPT COGNIZANT OF <br />HOW THE PERMITTING PROGRESSES AS HIS DEPARTMENT MIGHT BE ABLE TO HELP. <br />MR. SIMPSON STATED THAT THEY INTENDED TO KEEP THE ADMINISTRATOR <br />INFORMED. HE INFORMED THE BOARD THAT HERETOFORE THEY HAVE BEEN DOING <br />SUCH WORK ON A TIME CHARGE BASIS,AND THEY REALLY DO NOT LIKE TO DO THIS <br />WORK ON A LUMP SUM BASIS BECAUSE IT IS DIFFICULT TO ESTIMATE JUST HOW <br />LONG IT WILL TAKE. <br />CHAIRMAN WODTKE COMMENTED THAT THIS IS A PRIORITY SITUATION, <br />AND THE COUNTY WOULD LIKE TO HAVE THIS ROAD BUILT AS SOON AS POSSIBLE. <br />HE NOTED THAT MR.
