<br />INTERGOVERNMENTAL COORDINATOR THOMAS, AND ADMINISTRATOR JENNINGS TO THE
<br />BID COMMITTEE; ADMINISTRATOR JENNINGS TO BE CHAIRMAN OF THE COMMITTEE;
<br />AND AGREED THAT TWO MEMBERS WILL CONSTITUTE A QUORUM.
