MR. PELLEGRINO STATED THAT, THEORETICALLY, YOU WOULD BE LOSING <br />FIVE HOURS OF PRODUCTIVITY, BUT HE FELT ACTUALLY YOU WOULD NOT BE LOSING <br />THAT MUCH, <br />COMMISSIONER LYONS ASKED WHERE THIS OVERTIME IS TAKEN FROM, <br />AND ASSISTANT ADMINISTRATOR NELSON INFORMED HIM THAT THIS RELATES TO <br />THE ROAD & BRIDGE DEPARTMENT, WHERE THEY COME IN AT 7:00 A.M. AND QUIT <br />AT 4:30 P.M. IT ALSO INCLUDES THE SANITARY LANDFILL AND THE PARKS DEPART- <br />MENT, WHO ALL ARE ON HOURLY WAGES. <br />COMMISSIONER SIEBERT FELT THIS MIGHT CREATE A PROBLEM AT THE <br />SANITARY LANDFILL, BUT MR. NELSON POINTED OUT THAT THEY WORK ON A SHIFT <br />BASIS. <br />MR. PELLEGRINO REITERATED THAT HE FELT YOU WOULD GET THE SAME <br />PRODUCTIVITY REGARDLESS OF THE CHANGE IN HOURS. HE NOTED THAT THEY <br />HAVE FOUND THAT THE WORK EXPANDS TO MEET THE TIME FRAME IT IS IN. <br />COMMISSIONER SIEBERT ASKED IF THEIR WAGE RECOMMENDATIONS FOR <br />THE COUNTY WORKERS ARE BASED ON A 40 HOUR WEEK. <br />MR. PELLEGRINO STATED THAT THEY ARE. HE CONTINUED THAT THEY <br />ARE RECOMMENDING A MINIMUM TO MAXIMUM PAY PLAN WITHOUT INCREMENTAL <br />STEPS, WHICH HE FELT GIVES MORE FLEXIBILITY. HE EXPLAINED THAT WHEN.YOU. <br />HAVE INCREMENTAL STEPS, WHAT HAPPENS IS THAT ALL INCREASES, MERIT, <br />ACROSS-THE-BOARD, ETC., ARE USUALLY THOUGHT OF IN THOSE.PARTICULAR <br />INCREMENTS WITH THE RESULT THAT THE EMPLOYEE FEELS THAT IS THE MINIMUM <br />THEY SHOULD GET, AND IF THEY DON'T, IT CAUSES A LOSS OF MORALE. WITH <br />AN OPEN RANGE, MR. PELLEGRINO NOTED, WE ARE SAYING YOU CAN HIRE PEOPLE <br />AT THE MINIMUM AMOUNT RECOMMENDED AND SHOULD NOT BE PAYING PEOPLE OVER <br />THE TOP AMOUNT RECOMMENDED. HE CONTINUED THAT IF THERE IS ANYONE OVER <br />THE TOP FIGURE RECOMMENDED, THEY WOULD NOT RECOMMEND CUTTING THEM BACK, <br />BUT JUST REDLINING THEM UNTIL, THROUGH LATER READJUSTMENTS, THE RANGE <br />HAS CAUGHT UP WITH THEM. HE INFORMED THE BOARD THAT HE HAD CONVERSATIONS <br />AS LATE AS TODAY WITH THE SHERIFF, THE CLERK, AND THE SUPERVISOR OF <br />ELECTIONS, TO BE SURE THEY HAD AS MUCH INPUT AS THEY THOUGHT THEY NEEDED <br />AND THESE OFFICIALS WILL RECEIVE THEIR FINAL REPORTS TODAY.
