COPIES OF THE BID DOCUMENTS ARE ON FILE IN THE ,OFFICE OF THE <br />CLERK. <br />CHAIRMAN WODTKE ANNOUNCED THAT CONSULTING ENGINEER BEINDORF <br />WILL BE AT THE MEETING AT 4:30 O'CLOCK P.M. TO MAKE RECOMMENDATIONS <br />ABOUT THE UTILIZATION OF THE SEWER LINE ON 5TH AVENUE. HE NOTED THIS <br />IS A MATTER OF URGENCY, AND HE WOULD LIKE TO HAVE IT PLACED ON THE <br />AGENDA. <br />ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER <br />Loy, THE BOARD UNANIMOUSLY ADDED THE ABOVE ITEM TO TODAY'S AGENDA AS <br />REQUESTED BY THE CHAIRMAN. <br />ATTORNEY COLLINS INFORMED THE BOARD THAT HE HAD INCLUDED A <br />DRAFT OF THE PROPOSED UTILITY FRANCHISE FORM IN THE AGENDA PACKET TO <br />SEE WHETHER THE BOARD HAD ANY ADDITIONAL COMMENTS. THERE WERE NONE. <br />ATTORNEY COLLINS NEXT DISCUSSED A PROPOSED LICENSE AGREEMENT <br />WITH RUDY HUBBARD IN REGARD TO USING COUNTY OWNED PROPERTY` -.FOR CON- <br />STRUCTING A BROADCASTING TOWER FOR WGYL RADIO CORP. ATTORNEY COLLINS <br />.STATED THAT HE WILL REDRAFT THE PROPOSED AGREEMENT BUT FEELS MR. HUBBARD <br />IS GETTING CLOSER TO THE COUNTY'S CONCEPT OF THE RELATIONSHIP. THE <br />ATTORNEY FELT WE SHOULD SURVEY SPECIFICALLY WHERE HE WILL PUT THE TOWER <br />AND SUPPORTING BUILDING, AND STATED THAT HE WILL ADD A PROVISION IN <br />REGARD TO LIABILITY AND INSURANCE. HE ASKED IF THE BOARD AGREED WITH THE <br />FINANCIAL ARRANGEMENTS SET FORTH IN PARAGRAPH 4. <br />COMMISSIONER DEESON FELT THAT THE AMOUNTS SET FORTH WOULD BE <br />A REAL BARGAIN TEN YEARS FROM NOW, AND ATTORNEY COLLINS NOTED THAT HE <br />IS ON RECORD AS SUGGESTING ESCALATION CLAUSES. <br />DISCUSSION FOLLOWED ON THE RIGHT TO SUBLEASE ANY PART OF THE <br />TOWER AND THE BUILDING. <br />COMMISSIONER Loy STATED THAV SHE WAS NOT TOO CONCERNED ABOUT <br />THE TOWER, BUT DID NOT WANT THEM TO HAVE THE RIGHT TO SUBLET ANY OF THE <br />LAND, AND ATTORNEY COLLINS STATED THAT IS WHY HE WANTS A SURVEY TO SET <br />OUT WHERE THE BUILDING WILL GO. <br />CHAIRMAN WODTKE NOTED THAT WHAT CONCERNS HIM 'IS THAT THE TOWER <br />IS A VALUABLE ASSET, AND THIS AGREEMENT WOULD GIVE MR.
