MRS. <br />BERARD CONTINUED THAT THE COMPREHENSIVE PLAN SHOWS LOW DENSITY FOR THE <br />AREA, AND THE PLANNING STAFF DOES NOT FEEL DEVELOPMENT OF THE SUBJECT <br />PROPERTY WOULD HAVE A GREAT IMPACT ON THE SURROUNDING AREAS. THE APPLICA- <br />TION IS IN ORDER, AND THEY RECOMMEND APPROVAL OF THE PROPOSED ZONING <br />CHANGE. <br />ATTORNEY CORDON .JOHNSTON APPEARED REPRESENTING THE APPLICANT. <br />HE EXPLAINED THAT THE SPLIT VOTE OF THE PLANNING & ZONING COMMISSION <br />WAS DUE TO THE FACT THAT SOME OF THE MEMBERS DID NOT WANT TO REZONE ANY <br />MORE AGRICULTURAL IN THE COUNTY TO RESIDENTIAL. ATTORNEY .JOHNSTON <br />POINTED OUT THAT ALL THE SURROUNDING AREA IS RESIDENTIAL EXCEPT THE AREA <br />TO THE WEST, WHICH IS ALSO UNDER THE OWNERSHIP OF THE SEXTON FAMILY AND <br />THERE ARE SEVERAL HOMES IN THAT AREA. HE NOTED THAT THE COMPREHENSIVE <br />PLAN ALLOWS LOW DENSITY RESIDENTIAL FOR THIS AREA,,AND THE'PROPOSED R -IA <br />IS ACTUALLY A MORE RESTRICTIVE ZONING THAN THE ZONING TO THE NORTH AND <br />EAST, WHICH IS R-1. ATTORNEY .JOHNSTON CONTINUED THAT ONE OF THE BIGGEST <br />OBJECTIONS RAISED WAS TO -THE POSSIBILITY OF MAKING A THROUGH STREET OUT <br />OF 13TH PLACE, WHICH GOES THROUGH IDLEWILD SUBDIVISION; SO THE SEXTON <br />FAMILY NOW HAS COME UP WITH ANOTHER PROPOSED PLAN WHICH CALLS FOR A <br />COMPLETELY INTERNAL ROAD STRUCTURE AND ELIMINATES ANY THROUGH TRAFFIC <br />ON EITHER 13TH PLACE IN IDLEWILD SUBDIVISION OR 48TH COURT IN MAGNOLIA <br />ESTATES. HE FURTHER NOTED THAT THE SEPTIC TANK REQUIREMENTS MANDATE <br />1/2 ACRE LOTS, AND IN THE NEW PLAN THEY ARE PROPOSING A BUFFER ZONE OF <br />ONE ACRE LOTS TO THE NORTH. AS TO DRAINAGE PROBLEMS, ATTORNEY .JOHNSTON <br />NOTED THAT ANY SITE PLAN WOULD HAVE TO HAVE PROPER DRAINAGE IN ORDER <br />TO BE APPROVED. ATTORNEY .JOHNSTON POINTED OUT THAT THE APPLICANTS HAVE <br />LIVED IN THE COUNTY ALL.THEIR LIVES; HAVE ITS WELFARE AT HEART; AND <br />HAVE DEVELOPED OTHER PROPERTY THROUGHOUT THE COUNTY OVER THE YEARS <br />IN A VERY DESIRABLE MANNER. <br />.JAMES BEINDORF, ENGINEER FOR THE PROPOSED PROJECT, AGREED THAT <br />EVERYONE IS FAMILIAR WITH THE SEXTON FAMILY AND THE VARIOUS DEVELOPMENTS <br />WITH WHICH THEY HAVE BEEN INVOLVED. HE WENT ON TO -DISCUSS THE RESTRAINTS <br />THEY HAVE ON DEVELOPING THIS PROPERTY, EXPLAINING THAT THE LAW ALLOWS <br />ONLY SO HALF ACRE LOTS IN A_GENERAL AREA.
