ON MOTION by Commissioner Wheeler, SECONDED by <br />Commissioner Davis, the Board unanimously (by a vote of <br />4-0, Commissioner Bowden absent) adopted Resolution <br />No. 2005-022 providing for the closing, abandonment, <br />vacation and discontinuance of a portion of 481h Avenue <br />lying between 86h Street and 87h Street, reserving an <br />easement over the entire right-of-way, said land lying in <br />Indian River County, Florida. <br />9.A.2. PUBLIC HEARING — ORDINANCE NO. 2005-004 — LDR <br />AMENDMENT FOR ROADWAY LANDSCAPE BUFFERS FOR <br />MULTI -FAMILY SITE PLAN PROJECTS - LEGISLATIVE <br />PROOF OF PUBLICATION OF ADVERTISEMENT FOR HEARING IS ON FILE IN THE <br />OFFICE OF THE CLERK TO THE BOARD <br />Planning Director Stan Boling reviewed the memorandum and referred to the <br />experience with The Palms of Vero that had called attention to the need for buffering requirements <br />for multi -family site plan projects. Director Boling displayed a chart called Comparison of <br />Existing and Proposed Standards to review the existing and proposed requirements. (See <br />Attachment 4 on page 362 of the backup.) The Planning and Zoning Commission, the Professional <br />Services Advisory Committee, and staff recommended approval. <br />When questioned, Director Boling estimated that the proposed changes would <br />increase the cost of multi -family housing a couple to several hundred dollars per unit depending on <br />road frontage. He also advised that the amendment would probably not reduce the density within a <br />February 15, 2005 15 <br />
