Jens Tripson, 2525 14th Street, on behalf of Pelican Island Audubon Society, said <br />with the waiving of littoral zone planning, because of the enhanced wetlands, P&Z had one <br />dissenting vote on that. But it was brought up that on the water retention lakes, some trees such <br />as cypress gum, bay, and maple, be planted for enhancement and that is allowed under their <br />Comprehensive Plan and Land Development Regulations. He encouraged the developer to put in <br />some trees around the retention ponds. <br />There were no other speakers and the Chairman closed the Public Hearing. <br />ON MOTION by Vice Chairman Flescher, <br />SECONDED by Commissioner O'Bryan, the Board <br />unanimously granted conceptual PD special exception <br />use approval with the following conditions: <br />1. Within 45 days of conceptual PD approval, <br />the applicant shall grant drainage and construction <br />easements necessary to handle run-off from the 20th <br />Avenue SW expansion. <br />2, Prior to or via the final plat, upland and <br />wetland conservation easements shall be established <br />as depicted on the conceptual PD plan. <br />3. Prior to the issuance of a certificate of <br />completion: <br />a) All required buffers shall be completed, and <br />b) The 27th Avenue SW and 20th Avenue SW <br />sidewalks shall be constructed or bonded. <br />February 17, 2009 20 <br />
