Mr. Harold H. Collins, Jr., P.E, for work on eminent domain projects and land acquisition <br />transactions. <br />Attorney DeBraal explained for Commissioner O'Bryan that Mr. Harold Collins's <br />lack of work experience in the County and in FDOT District 4, was primarily due to a lack of <br />demand for this type of expert in this area, because the County does not have the same type of <br />expansion as the other areas Mr. Harold Collins has worked in. <br />Commissioner Solari asked whether the County could retain a local engineer for <br />this job. <br />Attorney DeBraal revealed that there were no local engineers with the level of <br />expertise exhibited by Mr. Harold Collins. <br />Attorney Collins elaborated, stating that there has been very little condemnation in <br />the County. If a case went to trial, the local engineers, who do not have much experience, would <br />not exhibit the same credibility as an engineer who was experienced in eminent domain. <br />ON MOTION by Commissioner O'Bryan, SECONDED <br />by Chairman Davis, by a 4-1 vote (Commissioner Solari <br />opposed), the Board approved staff's recommendation, to <br />negotiate a professional services contract with Mr. Harold <br />H. Collins, Jr., P.E., for work on eminent domain projects <br />and land acquisition transactions, not to exceed $25,000, <br />with the Contract to be brought back to the Board for <br />approval. <br />41 <br />February 3, 2009 <br />
