She wanted assurance that they were not <br />going to vote on this until 2008. <br />Chairman Wheeler said he would like a minimum of three more workshops, one in the <br />North County, one on the Beach, and one here in the Commission Office. He could not think of <br />another single issue that had received more "print" over the last two years, and he disagreed with <br />her comments. In response to comments made about the Comprehensive Plan, Chairman Wheeler <br />responded that it is something the Board continuously works on at each Commission meeting. <br />Commissioner Bowden agreed with Bea Gardener regarding the speediness. She <br />wanted to wait until the very last minute before making a decision, and wanted to ensure that the <br />Municipalities have the opportunity to come together. <br />Commissioner Davis was concerned that they were moving in too many directions at <br />the same time. <br />Frank Waggle, 8060 142" Street, urged the Board to adopt "single member districts" <br />in the Charter. He recommended that in an area where they have minority enclaves, with a <br />countywide election the power of those enclaves is diminished. <br />Commissioner Wheeler and Commissioner Bowden disagreed with Mr. Waggle, and <br />both of them expressed they would like to be looked at as representing the whole County, and felt <br />they sit there as a collegiate board. They pointed out that they hear from people who are not in <br />their districts. <br />Sal Neglia, Sebastian City Council, asked for clarification of the dual vote and the <br />annexation process.
