J U L 17 197 . <br />BOOK 41 PAGE 143 <br />THE CHAIRMAN REVIEWED THE BACKGROUND OF THE STEPS TAKEN <br />LEADING UP TO THIS MEETING TONIGHT, SPEAKING OF THE HOUSING STUDY <br />ADVISORY COMMITTEE AND THEIR RECOMMENDATION FOR THE CREATION OF A <br />HOUSING AUTHORITY, THE MEETING HELD WITH OUR LEGISLATIVE DELEGATION, <br />AND THE SPECIAL ACT PASSED, EFFECTIVE AS OF JULY 1ST, WHICH WOULD GIVE <br />THE COUNTY ADDITIONAL CONTROLS OVER A HOUSING AUTHORITY. HE ASKED <br />ATTORNEY CALDWELL TO REVIEW CHAPTER 421 OF THE FLORIDA STATUTES AND <br />EXPLAIN THE SPECIAL ACT PASSED AND ITS STIPULATIONS. <br />ATTORNEY CALDWELL EXPLAINED THAT ORDINARILY HOUSING AUTHORITIES <br />CREATED UNDER CHAPTER 421 ARE AUTONOMOUS. THE COUNTY COMMISSION APPAR- <br />ENTLY WAS CONCERNED ABOUT THEIR AUTONOMOUS NATURE AND HAD A SPECIAL ACT <br />T PASSED WHICH REQUIRES THAT PRIOR TO ANY NEW CONSTRUCTION BEING BUILT <br />IN THE COUNTY UNDER A HOUSING AUTHORITY, THE NEW PROJECT HAS TO COME <br />TO THE COMMISSION FOR APPROVAL, AND IF IT DID NOT OBTAIN A MAJORITY <br />VOTE, THEN AT THE DISCRETION OF THE HOUSING AUTHORITY, IT WOULD BE PUT <br />TO A REFERENDUM ELECTION, IN SUCH PRECINCTS WHERE SUCH PROJECT WAS TO <br />BE BUILT. ALSO ALL HOUSING PROJECTS MUST COMPLY WITH THE REGULATIONS <br />AND CODES OF THE COUNTY. <br />A COPY OF THE SPECIAL ACT FOR INDIAN RIVER COUNTY I -S HEREBY <br />MADE A PART OF THE MINUTES. <br />
