He explained in depth the information on the chart found in the <br />backup on page 331. <br />It was decided that the Board would consider one issue at a time. <br /> <br />The Chairman opened the public hearing. <br /> <br />Doug Cuffe <br />, 695 43rd Avenue, was concerned with the condition of roads in a <br />subdivision after the developer has moved on. His concern was about the second lift of asphalt and <br />how it might add to the longevity of the road. <br />Public Works Director Jim Davis explained that since the early 1980’s the <br />subdivision ordinance has required only 1 inch of asphalt on roads. He also explained that asphalt <br />acts as a sealant. He prefers 2 lifts (3/4 inch thick each) of asphalt particularly in subdivisions of <br />over 40 lots. He believed this to be a policy issue. <br />Questions and discussion followed concerning timelines, certificates of completion, <br />frequency and levels of inspections, certification of the engineers of record, and when the second <br />layer of asphalt should be required. <br />Joseph Paladin, <br /> Growth Awareness Committee leader and president of Atlantic <br />Coast Construction & Development, Inc., commented on the asphalt-and-lift-thickness-issue and <br />the time line of the letter-of-credit and bonding out. He thought the developers would not want to <br />extend the period beyond 3 years because they want to get that letter-of-credit back. He thought 2 <br />lifts make a better job. <br />More discussion followed regarding punch-lists and other factors that might impact <br />a decision on this issue. <br />Jodah Bittle <br />, Schulke, Bittle & Stoddard, LLC, asked the Board not to make the <br />effective date too soon on this amendment. <br />st <br /> Bruce Barkett <br />Attorney asserted that April 1 would be too soon for <br />implementation of this amendment because it is only 2 weeks away; he requested that it should be <br />th <br />effective on September 20 like the others. <br />March 15, 2005 32 <br /> <br />
