Paladin, Bittle,Chuck <br />Several comments were offered and discussed by <br />MechlingScott McGuire <br /> of Pointe West, and of McGuire Associates. <br />Commissioner Wheeler wanted to get back to the public hearing. <br />Steve Smith <br />, a member of the GAC, reiterated the reasons why the Committee <br />advocated the 50% bonding out which they felt was a very fair compromise and it would slow <br />down growth. He was also concerned about landscaping because once it is in it is out of the <br />developer’s control and becomes the responsibility of the homeowners’ association. <br />Director Boling responded to questions concerning responsibilities of a <br />homeowners association; additional comments ensued. <br />Peter Radke, <br />Sunland Development, supported the 50% bonding reduction <br />recommended by the GAC. He felt it would reduce staff time for reviews. <br /> <br />The Chairman closed the public hearing. <br /> <br />MOTION WAS MADE by Commissioner Wheeler, <br />SECONDED by Commissioner Bowden for discussion, to <br />approve staff’s recommendation. <br /> <br />Under discussion, Commissioner Wheeler recounted the background leading to the <br />Board’s direction to staff in November to tighten up the regulations to ensure the protection of <br />home buyers in a development and so the County does not have to deal with disgruntled owners. <br />Now is the time to take action on the wishes of the community. <br />Because of the time put forth by the GAC, Chairman Lowther preferred to reach a <br />happy medium and was supportive of the GAC’s recommendations. <br />March 15, 2005 33 <br /> <br />
