PROGRAMS. SHE CONTINUED THAT WHEN THEY HAVE TO MATCH THE LEAA MONEY, <br />THEY COULD USE MONEY FROM THE HEALTH AND REHABILITATIVE SERVICES, AND <br />WOULD LIKE TO EXPLORE THIS FURTHER. <br />COMMISSIONER SIEBERT STATED THAT HE IS NOT CONCERNED ABOUT <br />THE $796 REQUIRED FOR THIS YEAR; BUT IS CONCERNED WITH WHAT IT COULD <br />LEAD TO. HE CONTINUED THAT AS THE LOCAL MATCH MUST INCREASE MORE AND <br />MORE, IT EVENTUALLY BECOMES A LOCAL PROGRAM. <br />MR. PERRY COMMENTED THAT EACH YEAR THE BOARD WOULD RECONSIDER <br />THE REQUEST; THEY ARE JUST TRYING TO GET STARTED AND NEED $796 TO GET <br />THE PROGRAM GOING - THERE IS A POSSIBILITY IT COULD SUPPORT ITSELF. <br />MS. ZIMBEROFF REPORTED THAT THERE SEEMS TO BE A LOT OF MONEY <br />AROUND FOR THIS TYPE OF PROGRAM AND THEY COULD CONSIDER THE HRS MONEY <br />FOR THE FUTURE. SHE CONTINUED THAT NOW THEY NEED THE SUPPORT OF THE <br />COMMISSIONERS. MS. ZIMBEROFF NOTED THAT THEY HAVE THEIR OWN BOARD OF <br />DIRECTORS AND THEIR GOAL IS TO BECOME AUTONOMOUS. <br />COMMISSIONER LOY ASKED WHO IS RESPONSIBLE FOR THE AUDIT. <br />INTERGOVERNMENTAL COORDINATOR THOMAS EXPLAINED THAT THIS IS <br />A FEDERAL GRANT AND,THEREFORE, THE AUDIT WOULD BE OUR RESPONSIBILITY. <br />ALSO, THE FEDERAL GOVERNMENT COULD AUDIT IT TOO. <br />COMMISSIONER LYONS COMMENTED THAT THE COUNTY NEEDS THIS TYPE <br />OF PROGRAM AND NOTED THAT THEY HAD A SMALL AMOUNT FOR THEIR BUDGET. HE <br />ASKED IF THE PEOPLE COVER THEIR OWN EXPENSES. <br />MS. ZIMBEROFF EXPLAINED THAT THEY WILL COVER THEIR OWN FOOD <br />COSTS; THE WOMEN WILL BE ASKED TO MAKE A DONATION TO PARTICIPATE IN <br />THE RUNNING OF THE SHELTER. SHE CONTINUED THAT THEY HAVE THE PROGRAM <br />FROM .JANUARY TO SEPTEMBER, 1980, AND THE BARE NECESSITIES ARE ON THE <br />BUDGET. <br />COMMISSIONER LOY FELT THE WHOLE IDEA IS TO HAVE A PROGRAM <br />THAT IS SUPPORTED BY THE PEOPLE IN THE COUNTY AND HOPED THEY WOULD <br />START OUT WITH THE ATTITUDE THAT THEY WOULD TRY TO GET THEIR MATCHING <br />FUNDS FROM THE COMMUNITY RATHER THAN COME BACK TO THE BOARD EACH YEAR <br />AS THE MATCHING FUNDS INCREASE.
