PERRY POINTED <br />OUT THAT THEY HAVE TWO CPAs ON THEIR BOARD, WHO CAN BE HELPFUL WITH <br />THE ACCOUNTING PROCEDURES. <br />CHAIRMAN WODTKE NOTED THE APPLICATION REFERRED TO LOCAL HARD <br />CASH BEING CONTRIBUTED, AND DISCUSSION ENSUED REGARDING IN-KIND CON- <br />TRIBUTIONS. <br />COMMISSIONER SIEBERT STATED THAT WE MUST DETERMINE WHETHER <br />OR NOT THE COMMUNITY WANTS THIS PROGRAM; AND WHILE THE MATCH IS SMALL, <br />IT IS GOING TO COST US MORE TO DO THE AUDIT. HE AFFIRMED THAT IF THE <br />m COMMUNITY WILL SUPPORT IT TO THE LOCAL MATCH, THEN HE WOULD BE WILLING <br />TO DO THE AUDIT AND LOOK AT IT NEXT YEAR. <br />COMMISSIONER Loy COMMENTED THAT THERE IS A GREAT DEAL OF <br />PAPER WORK WE WOULD BE RESPONSIBLE FOR, SUCH AS THE REPORTS AND THE <br />AUDITS, AND WE DON T HAVE THE TIME FOR THIS. <br />COMMISSIONER SIEBERT CAUTIONED THAT SOME PROGRAMS TEND TO <br />GET OVERLY AMBITIOUS. <br />COMMISSIONER LYONS FELT THE BOARD OUGHT TO GIVE THEM THE SEED <br />MONEY TO GET THEIR PROGRAM LAUNCHED. <br />MOTION WAS MADE BY COMMISSIONER Loy, SECONDED BY COMMISSIONER <br />SIEBERT, THAT THE BOARD OF COUNTY COMMISSIONERS SERVE AS THE SPONSOR FOR <br />THE SUBGRANT OF LEAA FUNDS FOR A PROJECT KNOWN AS "HELP FOR BATTERED <br />HOMES" AND THAT THE CHAIRMAN AND -THE FINANCE OFFICER BE AUTHORIZED TO <br />SIGN ALL NECESSARY PAPERS, AND THAT WE ADOPT RESOLUTION N0. 79-64, <br />SUBJECT TO REVIEW BY OUR ATTORNEY. <br />DISCUSSION FOLLOWED ON VARIOUS ASPECTS OF THE RESOLUTION, <br />PARTICULARLY ITEMS 3 AND 4. <br />ATTORNEY BROWN STATED HE WOULD INTERPRET THAT THE MINIMUM <br />CONTRIBUTION MUST BE IN CASH, BUT ANYTHING IN ADDITION CAN BE IN FUNDS <br />AND IN-KIND, IF THE COUNTY WANTED TO GO BEYOND THAT. HE FELT THERE <br />WAS NO PROBLEM WITH THAT. <br />
