CONSIDERATION OF CONSULTANT CONTRACT FOR COMMUNITY <br />DEVELOPMENT BLOCK GRANT (CDBG) NEIGHBORHOOD <br />STABILIZATION PROGRAM (NSP) ADMINISTRATION SERVICES AND <br />REQUEST TO DESIGNATE THE COUNTY'S AFFORDABLE HOUSING <br />ADVISORY COMMITTEE (AHAC) AS THE CDBG CITIZEN ADVISORY <br />TASK FORCE (CATF) FOR NSP CDBG <br />County Community Development Director Robert Keating noted that staff was <br />bringing before the Board two recommendations: (1) to approve a contract with the County's <br />proposed Neighborhood Stabilization Program (NSP) Community Development Block Grant <br />(CDBG) consultant, Fred Fox Enterprises, Inc.; and (2) to approve the designation of the <br />County's Affordable Housing Advisory Committee (AHAC) as the County's Citizen Advisory <br />Committee for the NSP CDBG. <br />Director Keating recalled that at a meeting several weeks ago, the Board had <br />agreed with the Consultant Selection Committee's recommendation to rank Fred Fox <br />Enterprises, Inc. as the number 1 candidate to administer the Community Development Block <br />Grant. He divulged that staff had negotiated a contract with the Company for the total amount <br />of $200,000, a significantly lower figure than the 6.8% administrative amount that could be <br />charged, and presented staff's recommendation to approve and authorize the Chairman to <br />execute the Contract with Fred Fox Enterprises, Inc. <br />Administrator Baird responded to Commissioner Solari's inquiry as to why price <br />comparisons of the bid responders had not been included in staff's recommendation. <br />March 3, 2009 31 <br />
