subcommittee (minus Andy Bowler, Julianne Price, and <br />Allen Green), to serve as a Citizen Advisory Task Force to <br />provide input on the Neighborhood Stabilization Program <br />Community Development Block Grant. <br />Commissioner Solari thought that there was an inherent, and possibly a legal, <br />conflict of interest in the AHAC forming a subcommittee, and wanted to establish a fresh <br />committee. He suggested that each Commissioner recommend one individual to serve on the <br />Citizen Advisory Task Force (CATF). <br />Director Keating discussed the time constraints for the NSP CDBG, and informed <br />Board members that the CATF must be in place to review the draft application before it comes to <br />the Board no later than March 17, 2009. <br />Althea McKenzie, representing the Independent Council, supported <br />Commissioner Solari's idea to create a new committee. She discussed the importance of <br />including actual citizens, of low and moderate incomes, on Boards such as the Task Force. <br />Louise Hubbard, Treasure Coast Homeless Services Council, stated that the best <br />way to avoid any potential conflict of interest was to establish a separate committee that is <br />specifically responding to the NSP, and that is not related to the AHAC. <br />Further discussion ensued between Commissioners and staff regarding time <br />parameters for constituting the CATF; whether or not the AHAC or a new committee should <br />serve as the CATF; and regarding the importance of avoiding conflicts of interest in the <br />administration of the Grant Funds. <br />March 3, 2009 33 <br />
