Bridey Buetell, representing the Mental Health Collaborative, explained that the <br />purpose of the Planning Grant was to determine what assets were currently available and what <br />assets would be needed to establish the Mental Health Court. She divulged that the majority of <br />the Mental Health Collaborative members supported moving towards establishing the Mental <br />Health Court. Ms. Buetell reported that further details on the plan would be available on the <br />Planning Grant Application, which she was working on with Louise Hubbard, and which would <br />be completed by next week. <br />Vice Chairman Flescher supported applying for the $50,000 Grant, which would <br />allow the County to go to the planning stages of implementing the Mental Health Court. <br />MOTION WAS MADE by Vice Chairman Flescher, <br />SECONDED by Commissioner O'Bryan, to authorize <br />submittal of a Planning Grant in the amount of $50,000 <br />under the Justice and Mental health Collaborative <br />Program. <br />Administrator Baird and Ms. Buetell provided their perspective on whether the <br />establishment of the Mental Health Court would save County dollars. <br />Louise Hubbard, representing the Treasure Coast Homeless Services Council, <br />asked the Board to allow the planning period so that a needs assessment and cost benefit analysis <br />could be done. She said that the Board members could make a determination regarding the <br />benefits of establishing the Mental Health Court, after the data is brought back to the <br />Commission. <br />Jim Davis, 775 Broadway Street, Vice President of the National Alliance for the <br />Mentally Ill (NAMI), reported that NAMI strongly recommended Board approval of the Grant. <br />March 3, 2009 44 <br />
