He stated that the County has an increasing jail population which contains many individuals who <br />should not be in jail. He noted that the Mental Health Court is very sensitive to meeting the <br />needs of the mental health community. <br />The Chairman CALLED THE QUESTION, and the <br />Motion carried unanimously. The Board authorized <br />submittal of a Planning Grant in the amount of $50,000 <br />under the Justice and Mental Health Collaborative <br />Program, as recommended in the memorandum of <br />February 25, 2009. <br />12.H. RECREATION <br />12.H.1. NCAC SCOREBOARD <br />MOTION WAS MADE by Commissioner Wheeler, <br />SECONDED by Vice Chairman Flescher, to approve <br />staff's recommendation to purchase the scoreboard. <br />Commissioner Solari preferred to fund the item through the optional one -cent sales <br />tax. <br />(Clerk's Note: funding options for the NCAC Scoreboard were discussed at the <br />February 17, 2009 BCC Meeting). <br />The Chairman CALLED THE QUESTION, and by a 4-1 <br />vote (Commissioner Solari opposed), the Board authorized <br />purchase of the scoreboard display for the North County <br />March 3, 2009 45 <br />
