REVER POINTED OUT THAT THIS IS JUST ANOTHER PART OF THE <br />SITE PLAN APPROVAL PROCESS AND DOES NOT ASSURE ANYONE THAT THEY WILL <br />GET APPROVAL AS THERE IS OTHER CRITERIA THEY MUST MEET. MR. REVER <br />CONTINUED THAT IF THE BOARD WOULD ACCEPT HIS RECOMMENDATIONS AND <br />ACCEPT THE CRITERIA SET OUT IN THE PROPOSED ADDENDUM TO ZONING ORDI- <br />NANCE 71-3f IT WOULD AUTOMATICALLY END THE MORATORIUM. HE STATED <br />THAT THEY ARE REALLY ASKING THESE GUIDELINES BE ADOPTED ON A BASIS <br />THAT WOULD ALLOW THE PLANNING DEPARTMENT TO APPLY THIS CRITERIA AND <br />START WORK ON THE PROPOSALS WAITING IN THE WINGS. THEY THEN COULD <br />PROCEED TO PREPARE THIS TO BE ADOPTED AS AN AMENDMENT TO THE ZONING <br />ORDINANCE THROUGH REGULAR PROCEDURES, <br />COMMISSIONER LYONS FELT THE CRITERIA SUGGESTED IS VERY GOOD, <br />BUT HE WANTED TO BE SURE THAT THE SPECIFIED PERCOLATION TEST HAS BEEN <br />WELL ENOUGH DOCUMENTED SO THAT WE DON'T RUN INTO A BIG ARGUMENT ABOUT <br />DOING IT ONE WAY OR ANOTHER. <br />MR. REVER POINTED OUT THAT THE COUNTY WILL HAVE A REPRESENTA- <br />TIVE THERE WHEN THE TEST IS BEING TAKEN TO BE SURE IT IS DONE AS WE <br />REQUIRE AND THAT THE STANDARDS ARE FOLLOWED. <br />ENGINEER DEAN LUETHJE EXPLAINED THAT IN DEVELOPING THIS PRO- <br />CEDURE THEY TRIED TO CREATE SOMETHING THAT WOULD SIMULATE THE METHOD <br />THAT WOULD BE USED TO DISPOSE OF THE STORM WATER. <br />ATTORNEY COLLINS REQUESTED THAT THE PLANNING DIRECTOR EXPLAIN <br />HOW THE PROPOSED FORMULA WOULD WORK. <br />MR. REVER EXPLAINED THAT YOU WOULD STRIVE ALWAYS TO RETAIN <br />THE MAXIMUM, OR THE AMOUNT OF WATER THAT WOULD BE GENERATED BY THE <br />25 YEAR STORM. THE ALTERNATE WAY WOULD BE TO RETAIN THE WATER <br />GENERATED ON THE SITE SO THERE WOULD BE NO ADDITIONAL WATER RUNNING <br />OFF SITE INTO THE DRAINAGE SYSTEM. YOU TAKE THE PERCOLATION TEST TO <br />DETERMINE THE CAPABILITY OF THE SITE TO RETAIN THE WATER. IF THERE <br />IS A DIFFERENCE BETWEEN THE 25 YEAR QUANTITY AND THE RESULTS OF THE <br />PERCOLATION TEST, YOU MUST FIND SOME ADDITIONAL WAY OF HANDLING THE <br />WATER, AND POSSIBLY THE DEVELOPMENT SCHEME MAY HAVE TO BE ADJUSTED. <br />THE MINIMUM AMOUNT IS CALCULATED ON A 3 YEAR FREQUENCY STORM - THE <br />MAXIMUM ON THE 25 YEAR STORM.
