REGAN TYPE AN APPROPRIATE <br />LETTER AND TAKE IT DIRECTLY TO THE ATTORNEYS INVOLVED FOR THEIR SIG- <br />NATURE. <br />THE VICE CHAIRMAN CALLED FOR THE QUESTION, IT WAS VOTED ON <br />AND CARRIED UNANIMOUSLY. <br />PLANNING & ZONING DIRECTOR DAVID REVER REPORTED TO THE BOARD <br />THAT WE HAVE BEEN WORKING WITH THE CITY OF VERO BEACH TO PREPARE <br />SOME GUIDELINES TO HELP US THROUGH SITE PLAN APPROVALS BY.�MAKING.SOME <br />DETERMINATIONS ABOUT HOW TO HANDLE DRAINAGE. HE STATED THAT THEY <br />HAVE COME UP WITH A JOINT PROPOSAL WHICH WAS PRESENTED TO THE SERO <br />BEACH CITY COUNCIL LAST NIGHT. MR. REVER NOTED THAT THE DOCUMENT <br />PRESENTED IS A "BAND-AID" EFFORT TO HANDLE THIS SITUATION, BUT IT <br />IS A WAY TO WORK WITH EACH INDIVIDUAL PROPOSAL,. BASICALLY THE PRO- <br />GRAM IS PUT TOGETHER SO THAT WE CAN CONSIDER THE AMOUNT OF WATER <br />BEING, GENERATED OVER AND ABOVE WHAT IS PRESENTLY GENERATED FROM THE <br />PROPERTY. THIS IS DONE BY PERCOLATION TESTS, ENGINEERS WILL ESTIMATE <br />WHAT WILL BE GENERATED BY THE DEVELOPMENT, AND IF IT CANNOT BE HANDLED <br />ENTIRELY ON SITE, WE WILL TRY TO HANDLE IT WITH OFF-SITE FACILITIES. <br />MR. REVER INFORMED THE BOARD THAT THERE IS A SPECIFIC PROCEDURE SET <br />FOR TAKING THE PERCOLATION TEST, AND IN ARRIVING AT THIS SPECIFIC <br />PROCEDURE, THEY WORKED WITH THOSE WHO WOULD BE DIRECTLY INVOLVED, <br />I.E., ENGINEERS AND ARCHITECTS. IT WAS THEIR SUGGESTION THAT WE <br />SHOULD HAVE A UNIFORM PROCEDURE FOR BOTH CITY AND COUNTY. <br />COMMISSIONER SIEBERT SUGGESTED THAT IN PARAGRAPH 3 ON PAGE <br />2, IT SHOULD STATE THAT THE PLANNING DEPARTMENT WILL MAKE "THEIR <br />RECOMMENDATION" BASED UPON DATA SUBMITTED BY THE APPLICANT RATHER <br />THAN "WILL MAKE THE JUDGMENT." HE ASKED IF THERE SHOULD BE A STATE- <br />MENT INCLUDED TO THE EFFECT THAT MEETING THIS CRITERIA DOES NOT <br />AUTOMATICALLY ENTITLE ANYONE TO SITE PLAN APPROVAL. <br />AUG 2 21979 11 BOOK 41 PAGE 380 <br />
