ON MOTION BY COMMISSIONER LYONS, SECONDED BY COMMIS- <br />SIONER LOY, THE BOARD UNANIMOUSLY APPROVED ADDING TO THE AGENDA <br />AN ITEM REGARDING A CONSULTANT ASSISTING THE PLANNING DEPARTMENT <br />FOR A SHORT TERM IN A PROJECT CONCERNING WATER, SEWER, DRAINAGE <br />AND SOLID WASTE. <br />PLANNING DIRECTOR REVER DISCUSSED WITH THE BOARD THE <br />FOLLOWING PROPOSAL: <br />PROPOSAL FOR SERVICES <br />INDIAN RIVER COUNTY <br />rRoJi:CT: Develop a Basic Framework for Community Facilities Planning <br />wUHTIVE: To prepare a policy plan that will meet basic state re- <br />quirements for a "Water, Sewer, Drainage and Solid Waste" <br />element under the LGCPA. This policy plan will establish <br />the framework for more detailed planning in the future. <br />IORK PROGRAM: Task 1; Development Factors Analysis. This task will pro- <br />vide an overview of the most significant physical and other <br />key factors affecting county development. The analysis will <br />be based on available published information from local, <br />regional and state sources -- especially prior county . <br />planning efforts and the present 11201" Plan. Factors to be <br />analyzed will include: <br />SEP 51979 <br />a) existing land use <br />b) traffic circulation <br />c) major development projects <br />d) environmental conditions <br />e) community facilities <br />f) development regulations <br />g) historical development trends <br />This information will be summarized on a series of -annotated <br />maps, and a composite analysis of development problems and <br />opportunities will be prepared in graphic and brief narrative <br />form. <br />Task 2; Development Potential Analysis. The purpose of this <br />task is to analyze the overall county development pattern in <br />terms of physical conditions, economic influences and accepted <br />urban planning criteria. Factors a) -g) of Task 1 will provide <br />the information base for this analysis, leading to a general <br />but realistic characterization of existing developmental <br />conditions in the county. <br />After preliminary delineation of land use districts in the <br />county, the following will be undertaken: <br />a) assessment of development potential of each district <br />b) identification of community facilities implications <br />in each district. <br />Task 3; Community Facilities Policy Plan. Utilizing data <br />assembled in Task 1, especially that from.the 11201" Plan, a <br />generalized spatial concept for meeting the county's water, <br />sewer, drainage and solid waste needs will be prepared. <br />45 <br />BOOK 41 PAPF491 <br />
