before the Comprehensive Plan changes are approved by the Department of Community Affairs <br />(DCA). <br />Commissioner Flescher stated that although three of the five Commissioners had <br />sanctioned his attendance, he had opted to not attend the ISBA meetings, and explained why. <br />He declared that he had no problem with staff's fourth objection to the draft ISBA, which related <br />to the termination of the ISBA Agreement if any efforts are undertaken to establish a County <br />Charter, and believed that staff could iron out the other three objections. <br />Vice Chairman Davis offered comments regarding agricultural zoning in the Cities <br />of Sebastian and Fellsmere; felt that there was too much of a land grab by all of the <br />municipalities; and supported Commissioner O'Bryan's idea for the Treasure Coast Regional <br />Planning Council to provide their input. <br />Commissioner Wheeler observed that although County staff had done a skilled job <br />in the negotiations, they did not have much leverage with which to obtain cooperation from the <br />municipalities. He supported staff's recommendation and agreed that more work, such as <br />tightening up regulations on heights and densities, and reviewing the large amounts of reserve <br />areas, needed to be done on the ISBA. <br />Chairman Bowden wanted to inform the public that the potential annexations may <br />not occur, and that the County is just beginning to work on this issue. She also wanted the <br />elected officials to have an opportunity to weigh in on the ISBA. <br />The Chairman opened the floor to public comment. <br />John T.
