Agreement, provided that the citizens are given the right to vote countywide on any major <br />Comprehensive Plan changes. <br />Staff responded to Joseph Paladin's inquiries regarding what would happen in <br />twenty years if the Agreement expires at that time. <br />Mr. Paladin had further concerns regarding the lack of a process for all the <br />municipalities to work together on master development plans, and he stressed to the Board the <br />importance of involving the landowners in the planning strategies for the ISBA. <br />John Higgs, speaking on behalf of IRNA, presented IRNA's original position in <br />support of the ISBA, provided that the land proposed to be annexed by Fellsmere was not <br />included. Since that had not happened, if the agreement goes forward, he recommended that the <br />Board see if Fellsmere would reduce its area, over which it has virtually total control. <br />County Attorney Collins commented on the positive aspects of the draft <br />Agreement, but voiced grave concerns about moving forward with Section 15 in place, since it <br />includes a provision allowing termination of the ISBA, if anyone at all petitions for Charter <br />Government. He had fewer objections than the rest of staff to Fellsmere and Sebastian's <br />proposals for their own exemption areas, as each municipality has their own vision, and may <br />resent the County telling them how they should develop. <br />Assistant County Administrator Michael Zito explained that the termination <br />provision was proposed at the last session, and he felt staff could accomplish through <br />negotiation, a resolution of the concerns regarding the termination provision. <br />23 <br />April 15, 2008 <br />
