<br /> <br />County Administrator Baird explained the purpose of the policies, the Board set in <br />2002, was to be able to cap the cost and try to give as many agencies as possible an opportunity to <br />receive County funds to help get started. <br /> <br />Discussion ensued on the Comprehensive Plan. It was pointed out that the <br />statements in the Comprehensive Plan were objective and it never stated the County had to fund <br />the Cultural Council. <br /> <br />Mr. Stark <br /> felt the Cultural Council is carrying out a State policy favoring cultural <br />tourism, most of the monies that come in to the Cultural Council gets recycled through the <br />Council’s programs. He also pointed out some of the Council’s funding comes from the State. <br /> <br />Ellen Fischer <br />Secretary of the Board of the Cultural Council, , communicated she <br />has done a lot of volunteer work for the Cultural Council. She expressed how the organization <br />serves as a magnet for people like her to work on behalf of the County. She felt the Cultural <br />Council is valuable to the County. <br /> <br /> <br />THE CHAIRMAN called the question and the motion <br />carried by a vote of 4-1 (Commissioner Wheeler apposed) <br />The Board granted The Cultural Council with <br />quasi-nonprofit status. <br /> <br />9.C.
