TERM, 1979, IN THE AMOUNT OF $101.86. <br />THE FOLLOWING REPORTS WERE RECEIVED AND PLACED ON FILE IN <br />THE OFFICE OF THE CLERK: <br />REPORT OF CONVICTIONS, CIRCUIT COURT, SEPTEMBER, 1979 <br />REPORT OF TRAFF C VIOLATION BUREAU - SPECIAL TRUST FUND, <br />SEPTEMBER, 179 <br />TRAFFIC VIOLATION FINES BY NAME, SEPTEMBER, 1979 <br />ATTORNEY COLLINS DISCUSSED REQUEST MADE BY ATTORNEY <br />THATCHER THAT THE EXCESS PROCEEDS OF A TAX DEED SALE BE PAID TO <br />MRS. ALFAROSE FARMER EDWARDS. ATTORNEY COLLINS INFORMED THE BOARD <br />THAT IT APPEARS THE CLERK DISBURSED THE FUNDS IN 1977, AND THE <br />STATUTE BARS PAYMENT BY THE BOARD AFTER TWO YEARS FROM PAYMENT TO <br />THE BOARD. <br />FINANCE OFFICER BARTON EXPLAINED THAT THERE IS A COMPLICA- <br />TION. THE CLERK'S OFFICE RECEIVED THE MONEY IN AUGUST, AND MRS. <br />EDWARDS DID MAKE AN INQUIRY WHICH WAS FORWARDED FROM DEPARTMENT TO <br />DEPARTMENT AND NEVER REACHED HIS OFFICE UNTIL THE TWO YEARS HAD <br />EXPIRED. <br />DISCUSSION CONTINUED ABOUT MRS. EDWARDS NOT BEING GIVEN <br />THE PROPER DIRECTIONS TO ENABLE HER TO CONTACT THE CORRECT DEPART- <br />MENT WITHIN THE TIME LIMIT, AND ATTORNEY COLLINS FELT IT ALL BOILS <br />DOWN TO A QUESTION OF WHETHER THE BOARD THINKS THE INQUIRIES MADE <br />WERE SUFFICIENT TO CONSTITUTE A REQUEST FOR REPAYMENT. HE ASKED <br />THAT A LEGIBLE COPY OF MRS.
