<br /> <br /> <br />Commissioner Davis stressed that citizens want to see more and quicker action on <br />bridges and roads in order to keep pace with the increases in the growth. He also suggested that <br />developers might be willing to take over road building in special instances. <br />County Administrator Baird advised that staff is trying to move forward as quickly <br />as possible and explained that right-of-way acquisition is quite often an issue because the county <br />was platted in 1957 with narrow roads and rights-of-way. He cautioned the Commissioners that <br />they would hear complaints from the property owners if we have to be less personal. In order to <br />expedite building of roads, we have hired additional staff and are also looking at engaging an <br />eminent domain attorney. <br />Commissioner Davis thought the Commissioners were willing to help in this <br />concern because road-congestion is just going to get worse. <br />Commissioner Wheeler also indicated his willingness to help. <br />Commissioner Davis inquired if it would help to lessen Director Davis’ <br />responsibilities by removing Parks, and County Administrator Baird noted that would be a <br />management decision. <br />Then followed a discussion of combining Parks and Recreation. <br />There were other suggestions offered and maintenance of ball fields was commented <br />on. <br />County Administrator Baird asked the Board to give him an opportunity to come up <br />with a plan. He reminded them that staff has been working to catch up in many areas because of <br />Hurricanes Frances and Jeanne. As to maintenance on ball fields, he commented that the burden <br />could be put back on the County and off the Soccer Association but that would also be reflected in <br />the budget. <br />Commissioner Wheeler recounted that he had asked the Board to compile a priority <br />list of what to provide as services and would still like to see such a list. <br />A discussion on priorities followed. <br />County Administrator Baird stressed that the upcoming fiscal year would not be an <br />easy one and there will be hard decisions to make. <br />April 5, 2005 20 <br /> <br />
