The reasons given for not being overly concerned were as follows: <br />1) Block lengths are not extensive, thus it does not take long <br />to discover that the number sequences are reversed. <br />2) Those agencies contacted have dual or backup locational methods <br />to prevent confusion when doubt exists about the house or street <br />numbers. <br />3) The incorrect system is confined to the Summerplace Subdivision, <br />thus it will not be compounded in the future. <br />Based on these positions and the staff findings, the following recommendations <br />are provided: <br />1) That unless a majority of the property owners in the subdivision request <br />a revision.of the numbering system, that it be allowed to remain. <br />A) Determination of whether the majority wish the system to be <br />corrected could be one of the two following ways: <br />1. Require those concerned residents to initiate a <br />petition drive to solicit a majority of homeowners <br />to request a correction, or secondarily <br />2. to devise a Survey Form to be published in a local <br />newspaper requesting Summerplace residents to respond <br />and indicate whether they wish the system to be <br />corrected. <br />2) That if it is determined that the numbering system should be changed, <br />that it be delayed until the peak season when the bulk of the winter <br />residents will be in the area and more easily accessible for notifi- <br />cation purposes. <br />It should be noted that this department feels strongly that no action should be <br />taken to correct the problem unless concurrence is given by a majority of home- <br />owners in this subdivision. This belief is predicated on past experiences in <br />other localities which resulted in extensive staff time and involvement being <br />wasted when adverse reaction by the residents required that a street numbering <br />or name change project be abandonded because of an unwillingness to change on <br />the part of the residents. The staff experience has been that these types of <br />changes should be implemented only when a serious problem exists and <br />generally only when the governing body is relatively sure that a majority <br />of residents desire the change.
