b) Furnish a copy of the petition with attachments to all abutting pro- <br />perty owners who could be affected by the petition. (Consideration <br />will be given to informing nearby property owners where potential <br />ingress or egress problems may result or where vacating or abandon- <br />ment would result in a nuisance strip or create an imposition on <br />surrounding properties.) The abutting property owners form will be <br />forwarded within 5 days of the official filing date, with the reply <br />deadline being noted as 20 days from the original filing date. <br />c) The appropriate administration fees, etc. will be forwarded to the <br />Finance Department and these fee(s) will be placed in the County <br />General, or the Municipal Service fund. A file for the petitioner <br />and the public right-of-way, alley or easement to be abandoned or <br />vacated will be established. <br />d) _Prepare and/or coordinate with the Secretary to the County Commission <br />to have published all required Notices or Resolutions for appropriate <br />advertising. <br />e) Prepare and/or coordinate requests for all items pertaining to <br />vacating or abandonment proceedings. <br />f) Perform a review and analysis on the petitioners request, coordinate <br />with all reviewing departments, agencies, or utility providers as to <br />how the proposal affects future development plans. <br />g) Forward the Petition, with all attachments, replies and recommendations <br />to the County Administrator's office (within 25 days of the official <br />filing date) for a final recommendation to the Board of County Com- <br />missioners. <br />B. The County Administrator's Office <br />1) Upon receipt of the petition, reviewers comments, certificate and all <br />other appropriate date, the Administrator or his designate shall review <br />the data and prepare a final recommendation. <br />2) At such time that the determination is made that the petition and docu- <br />mentation is complete and in order, the Administrator will then schedule <br />a public hearing before the Board of County Commissioners. Said hearing <br />should be on the agenda at the next regularly scheduled Board meeting <br />unless publication requirements dictate that the petition be delayed <br />until the following meeting. <br />3) Upon final action being taken by the Board and receipt of record copies <br />from the Clerk's office, the Administrator shall make a permanent file <br />and insure that all official actions are appropriately implemented. <br />C. The Board of County Commissioners <br />1) Notices Setting Public Hearing(s) <br />a) The Secretary to the Board of County Commissioners <br />1) Upon receipt of the final recommendation from the County <br />Administrator's office, shall if necessary have prepared a <br />notice which shall set a public hearing date. <br />2) Upon authorization of the advertising date, a legal notice is <br />prepared by the Planning Department and forwarded to a news- <br />paper of general circulation within Indian River County for <br />publication. The notice(s) shall be published according to <br />guidelines outlined in Section V. <br />3) The petition, notice certification receipt(s) of fees and <br />other documentation shall be presented to the Board of County <br />ConUnissioners.
