NOV <br />71979 <br />eooK <br />mc E. <br />4 2 - <br />OF <br />TIME TO HAVE THE SUNSHINE REHABILITATION <br />CENTER EXIST <br />IN THIS <br />COUNTY, HE THEN EXPRESSED CONCERN ABOUT THE FOOTBALL FIELD, LOCATED <br />NEAR THE PROPOSED BUILDING SITE, AND ABOUT INSURANCE COVERAGE, AS <br />HE FELT THE LIABILITY ISSUE WAS IMPORTANT. <br />DISCUSSION FOLLOWED ABOUT THE LOCATION OF THE PROPOSED NEW <br />BUILDING AND THE PARKING AREA. <br />ATTORNEY BLOCK MENTIONED THAT THEY WOULD NOT BE ABLE TO MEET <br />THE PARKING REQUIREMENTS UNLESS THE OLD BUILDING IS REMOVED. <br />ATTORNEY COLLINS NEXT DISCUSSED REWRITING THE LEGAL DESCRIPTION <br />AS THEY MUST BE DEFINITE ABOUT WHAT THE SUNSHINE CENTER IS GOING TO <br />LEASE. <br />COMMISSIONER SIEBERT COMMENTED THAT CITY MANAGER JOHN LITTLE <br />FELT THERE IS A HEAVY TRAFFIC PROBLEM AND TOO MUCH CONFUSION AROUND <br />THE 16TH STREET COMPLEX. <br />COMMISSIONER LOY NOTED IT WOULD BE BETTER TO HAVE A MAP, <br />AS IT WAS DIFFICULT TO DEPICT THIS NEW BUILDING IN THE CENTER OF <br />THIS PROPERTY. IF THE PROPERTY TO THE NORTH WOULD BE SUFFICIENT FOR <br />THE SUNSHINE REHABILITATION CENTER, THEN THE SOUTH PORTION OF THE <br />PROPERTY COULD BE AVAILABLE FOR THE FOOTBALL FIELD. SHE FELT THAT <br />THE CENTER SHOULD NOT HAVE TO BE RESPONSIBLE FOR LIABILITIES FOR <br />RECREATION LAND. <br />DISCUSSION FOLLOWED ABOUT THE FOOTBALL FIELD AND THE PROBLEMS <br />OF ENCROACHMENT. <br />ATTORNEY BLOCK REPORTED THEY WERE HAVING PROBLEMS OBTAINING <br />A MORTGAGE, AS LENDING INSTITUTIONS WERE ASKING THEM IF THEY HAD A <br />99 YEAR LEASE ON THE PROPERTY. HE ADVISED THE BOARD THE SUNSHINE <br />REHABILITATION CENTER HAD BEEN HERE SINCE 1953 AND HOPED TO BE HERE <br />ANOTHER 100 YEARS. <br />COMMISSIONER LYONS FELT 30 YEARS WAS A LONG TIME TO TIE UP <br />A PIECE OF PROPERTY. <br />ATTORNEY BLOCK INTERJECTED THAT THE SUNSHINE REHABILITATION <br />CENTER WAS AN INSTITUTION, NOT JUST A BUILDING, AND THEIR BOARDS <br />HAVE CHANGED MANY TIMES. <br />
