COMMISSIONER LYONS SAID THAT HE THOUGHT ATTORNEY BLOCK WAS <br />TRYING TO INFER THAT HE WAS FINDING FAULT WITH THE INSTITUTION - HE <br />WAS NOT FINDING FAULT. <br />CHAIRMAN WODTKE STATED THAT IF IT IS NOT USED AS THE SUNSHINE <br />REHABILITATION CENTER, THEN IT WILL AUTOMATICALLY REVERT BACK TO THE <br />COUNTY. <br />DISCUSSION THEN FOLLOWED ABOUT THE LEASE AND ATTORNEY BLOCK <br />QUESTIONED IF THEY COULD ASK FOR A 60 YEAR LEASE. <br />ATTORNEY COLLINS INQUIRED WHEN CONSTRUCTION WOULD START ON <br />THE NEW BUILDING. <br />ATTORNEY BLOCK FELT THAT ONCE THIS PROBLEM WAS RESOLVED, <br />THEY COULD BREAK GROUND WITHIN ONE MONTH, <br />COMMISSIONER SIEBERT EXPRESSED CONCERN ABOUT THE POSITION <br />OF THE FOOTBALL FIELD AND THE NEW BUILDING TO BE CONSTRUCTED AND <br />SUGGESTED HAVING THE FOOTBALL FIELD SUPERIMPOSED ON THE PLAN, IN <br />ORDER TO GET A BETTER IDEA OF THE EASEMENTS AND OTHER SET -BACKS REQUIRED <br />BY THE CITY. HE THEN VOLUNTEERED TO MEET WITH ATTORNEY BLOCK, JOHN <br />LITTLE, AND MR. PARK OF THE CITY RECREATION DEPARTMENT, TO SEE WHAT <br />COULD BE WORKED OUT AND NOT DISRUPT ANY OF THEIR PROGRAMS. <br />DISCUSSION FOLLOWED ABOUT INSURANCE COVERAGE. <br />ON -MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER <br />LYONS, THE BOARD UNANIMOUSLY DIRECTED THAT PERSONNEL DIRECTOR DONLON <br />ADD THE SUNSHINE REHABILITATION CENTER TO THE COUNTY'S COVERAGE, AS <br />DEFINED IN THE PRESENT LEASE. <br />WILLIAM KOOLAGE, 815 26TH AVENUE, EXPRESSED CONCERN ABOUT <br />ENCROACHMENT OF LEASEHOLD PROPERTY OWNED BY THE COUNTY. <br />ATTORNEY COLLINS STATED THAT IN REGARD TO THE 30 YEAR <br />LEASE, HE FELT IT SHOULD COME BACK BEFORE THE BOARD BECAUSE A NEW <br />LEGAL DESCRIPTION WOULD HAVE TO BE PREPARED. <br />THE HOUR OF 2:00 O'CLOCK P.M.
