CHAIRMAN WODTKE FELT THERE ARE SEVERAL THINGS FOR THE <br />BOARD TO ADDRESS, SUCH AS NOT HAVING A GREAT NUMBER OF 14ATER <br />TREATMENT PLANTS. HE CONTINUED THAT HE WOULD BE RECEPTIVE TO <br />HAVING A PLANT SERVICE AS LARGE AN AREA AS POSSIBLE, BUT DID NOT <br />FEEL THE BOARD SHOULD ATTEMPT TO MAKE FACILITIES AVAILABLE TO A <br />DIFFERENT CORPORATION'OR PROPERTY OWNER; THAT IS SOMETHING THAT <br />HAS TO OCCUR OUTSIDE THE COMMISSION ROOM, AS THERE ARE ECONOMICS <br />INVOLVED. CHAIRMAN WODTKE STATED THAT IF THE PROPERTY IS GOING TO <br />BE DEVELOPED SOUTH OF TROPIC VILLAS, SAND DOLLAR BUILDERS, INC. <br />SHOULD BE APPROACHED FIRST TO MAKE SOME ARRANGEMENTS, IF POSSIBLE; <br />AND HE FELT THAT PERMITTING GETS EVEN MORE DIFFICULT. CHAIRMAN <br />WODTKE THOUGHT THE BOARD SHOULD APPROVE THE FRANCHISE AND ENCOURAGE <br />THE APPLICANT TO AT LEAST CONSIDER AND LISTEN TO THE PROPERTY OWNER <br />TO THE SOUTH, AND LET THEM START GOING THROUGH THE MAZE OF PERMITTING <br />BEFORE GETTING THEIR PLAN SUBMITTED. <br />ATTORNEY COLLINS EXPLAINED THAT THEY ARE ATTEMPTING TO <br />HAVE THE DEVELOPER CONSTRUCT IN SUCH A WAY THAT EACH OF THE PROJECTS <br />WILL EVENTUALLY BE ABLE TO HOOK UP TO THE LINES. HE CONTINUED <br />THAT WHEN THE DEVELOPER PUTS IN THE LINES, IT WILL BE CONVEYED <br />TO THE COUNTY, AND THEN THE COUNTY WILL LEASE IT BACK TO THE <br />DEVELOPER. ATTORNEY COLLINS HOPED TO DO THIS IN AN ORDERLY <br />TRANSITION, AS THEY ARE FOLLOWING THE MODEL RESOLUTION. <br />ON MOTION BY COMMISSIONER LYONS, SECONDED BY COMMISSIONER <br />SIEBERT, THE BOARD UNANIMOUSLY ADOPTED RESOLUTION N0. 79-112 ISSUING <br />A WATER FRANCHISE TO SAND DOLLAR BUILDERS, INC., PURSUANT TO THE <br />TERMS OF THAT MODEL WATER RESOLUTION THAT HAS BEEN ADOPTED, <br />INCLUDING THE RATE SCHEDULE AS ADVERTISED. <br />RESOLUTION No. 79-112 WILL BE MADE A PART OF THE MINUTES <br />WHEN RECEIVED. <br />55 BOOK 42 PAGE 55 <br />NOV 71979 <br />
