NOV 71979 <br />CONSULTANT SELECTION POLICY <br />BOOK .42 FAcE 62 <br />All firms/persons responding to public announcements for professional <br />services or when requesting that they be listed with the County as 2 <br />firm/person. able to provide "professional services" shall be required to <br />submit a full statement of their qualifications. The firm/person's <br />qualifications shall be reviewed by a "Pre—Qualification Professional <br />Screening Committee" appointed by the County Aden nis tra for . This <br />committee shall have not less than than two (2) members who are <br />registered professional engineers, architects or other as appropriate. <br />Upon acceptance of credentials, the name of the firm/person and the area <br />of professional expertise shall be added to the County's "Qualified List <br />of Architectural and Engineering Consultants". The Chairperson of the <br />."Pre—Qua li f i.ca tion Professional Screening Committee" will notify the <br />firm/person of the results of the committee's decision. The <br />Administrator or representative thereof shall maintain the listing of all <br />engineers and architects thus certified. <br />When professional services are considered necessary, and were not <br />approved as part of the annual budget, the Board of County Co=mmissioners <br />shall be requested to authorize those actions necessary to acquire such <br />services. <br />A Selection Advisory Committee (SAC), consisting of no less than five (S) <br />persons shall be appointed by the County Administrator. These five (S), <br />or their .designees shall include the County Administrator, the head of . <br />the department requiring the services, the Director of Ceneral Services <br />Department (if a County building is involved), the Director of Public <br />Works and Utilities, and at least one (1) other professional registered <br />in the area of concern. Other persons chosen to provide outside input <br />and citizen involvement may be appointed to the committee. <br />From the qualified list of coasultsnts the County Administrator will <br />select the names of those firncs which are qualified for the particular <br />type of project or service and shall notify such firms of the proposed <br />project. In addition to.such notification, a public announcement shall <br />be placed in a local newspaper(s) describing the work required and a <br />closing date for receipt of expressions of interest in the project shall <br />be established.. -Publications of statewide and national distribution may <br />be utilized for such announcements when the magnitude of the project <br />merits this effort. <br />The Selection Advisory Committee shall evaluate the qualifications of <br />those_ .firms_ who have .ind.icated an interest in wr.itino, select three (3) <br />or more of the most qualified, and provide the County Administrator with <br />a listing of these firms in alphabetical order for review and <br />presentation to the Board of County Con-a-issioders. After review the <br />Board may direct the Administrator to request all firms appearing on the <br />list to provide specific proposals with the fee specified. <br />The Selection Advisory Com=ittee shall prepare the Request for Proposal <br />and send it to the listed firms. <br />The request shall include: <br />(a) A delineation of the required scope of services. The <br />description shall be sufficient to assure that all <br />firms have the same understanding of the requested <br />basic services. <br />(b) A sample "Standard" -contract modified as necessary for <br />special project requirements. <br />(c) A request for specific and general information on how <br />_ the firm will= proceed with the project: <br />(d) Specific .instructions on hoar, when and where the <br />proposal-- shall be submitted. <br />
