(e) The requirement that the actual cost of services and <br />required fee be provided as seperate entities. - <br />(f) The requirement that the proposal be submitted as a <br />sealed package. <br />After the final date of submittal, the Selection Advisory Com.ittee shall <br />open and review the proposals. The Committee shall evaluate each firm's <br />qualifications based on past history, expressed understanding of the <br />project and proposed method of handling the project. After evaluation <br />and giving due consideration to the stipulated fee the Committee, through <br />the County Administrator, shall present the Board of County <br />Commissioners <br />with a list of the top three (3) fires: <br />1.0 If the total cost for professional services is anticipated to be _ <br />$50,000 or more, the Selec tior. Advisory Committee shall submit <br />the list to the County Administrator with the top three (3) <br />firm in alphabetical order and shall include a summary of total <br />qualifications and fee structures. <br />1.1 The Board shall review the qualifications of the firma, make the <br />final selection by ranking the firms in priority order and <br />direct the County Administrator to initiate negotiations. <br />1.2 Negotiations for a contract shall be conducted by the County <br />Administrator (or designee) and shall be carried to conclusion <br />with the first firm appearing on the list. If negotiations are <br />unsuccessful, that firm shall be so notified in writing; and <br />negotiations shall be undertaken with the next on the list, and <br />so on, until . -a proposed contracC. is agreed upon -between the <br />County Administrator and the qualified firm. <br />1.3 The County Administrator shall foru.•ard the proposed contract to <br />the County Attorney for legal review. Upon approval of the <br />proposed contract by the County Attorney, the County <br />Administrator shall. submit 'the proposed contract to the Board of <br />County Commissioners for approval. <br />2.0 If the fee (total cost) for professional services is anticipated <br />to be less than $50,000, the Selection Advisory Committee shall <br />submit the list to the County Administrator with the top three <br />(3) firms listed in order of preference. <br />2.1 . The County Administrator (or designee) shall initiate contract <br />negotiations and carry them to conclusion with the first firm <br />appearing on the list. If negotiations are unsuccessful, the <br />firm shall be so notified in writing and negotiations shall be <br />undertaken with the next firm on the list and so on, until a <br />proposed contract is agreed upon between the County <br />Administrator and the qualified firm. <br />2.2 The County Administrator shall forward the proposed contract to <br />the County Attorney for legal review. Upon approval of the <br />proposed contract by the County Attorney, the County <br />Administrator shall submit the proposed contract to the Board of <br />County Commissioners for approval along with the. original list <br />provided by the Selection Advisory Committee. <br />Nov 71979 <br />63 <br />800K 44 PAGE 63. <br />
