<br />Community Development Director Bob Keating used a PowerPoint presentation to review <br />this item. He described the process used to determine the population estimates through 2030. The <br />primary change related to the population projection. The P&Z and staff recommended that the <br />Board transmit this element to the Department of Community Affairs (DCA) for State review. <br />Director Keating reviewed the Comp Plan amendment process, advising that this is the first public <br />hearing before the Board of County Commissioners on this amendment request. If the Board <br />approves the transmittal of this application to the Department of Community Affairs (DCA) in <br />Tallahassee for their 60-day review, a second and final public hearing will be scheduled to <br />consider any comments made by the DCA and whether to adopt an ordinance amending the Comp <br />Plan. If the Board denies the transmittal of an application to the DCA, the application process will <br />come to an end. <br /> <br />The Chairman opened the public hearing. <br /> <br />George Christopher <br /> felt the population estimates used by staff are compatible to those <br />figures used by the State. He recognized the population figures are conservative and he felt they <br />should be checking the population growth against other numbers. <br /> <br />Discussion ensued regarding other population numbers to include snowbirds and investors <br />buying and selling. <br /> <br />There were no additional speakers and the Chairman closed the public hearing. <br /> <br />ON MOTION by Vice Chairman Neuberger, SECONDED <br />by Commissioner Davis, the Board unanimously adopted <br />Resolution 2005-055, approving the transmittal of <br />proposed amendments to the text of the Introductory <br />Element of the Indian River County Comprehensive Plan to <br />the State of Florida Department of Community Affairs. <br />May 10, 2005 <br />20 <br /> <br />
