FOWLER, SURVEYOR, STATED THAT THE DEVELOPER <br />REALIZED THAT FOUR LOTS TO THE WEST WERE BAD AND THAT HE MAY HAVE <br />TO USE APPROXIMATELY 2'2` OF FILL. <br />COMMISSIONER SIEBERT FELT THIS SHOULD BE CONTINUED UNTIL <br />THEY DO TEST BORINGS TO DETERMINE IF THE LOTS ARE SUITABLE, AND <br />THAT SPECIFIC PLANS FOR MAKING THEM SUITABLE BE KNOWN PRIOR TO OUR <br />CONSIDERATION OF TENTATIVE APPROVAL. <br />COMMISSIONER LYONS QUESTIONED THAT IF HE ONLY HAS 12" <br />OF SOIL AND GOES DOWN TO S' OF CLAY, WHAT ABOUT THE DRAINAGE SYSTEM? <br />HE FELT THERE WOULD BE A LOT OF SURFACE WATER. <br />MR. FOWLER REPORTED THAT THEIR ENGINEER DID A COMPLETE <br />STUDY ON THE DITCHES AND CULVERTS; IN ESSENCE, THE DITCHES WILL <br />BE FILLED IN ON THE WEST AND WATER WILL END UP ON THE SOUTH, AND <br />THE CULVERT WILL BE ENLARGED. <br />COMMISSIONER SIEBERT FELT THAT THEY DID NOT HAVE <br />SUFFICIENT INFORMATION AT THIS POINT. <br />MR. FOWLER THOUGHT THAT THEY WEREN'T REQUIRED TO HAVE <br />AN ENGINEERING REPORT BEFORE A TENTATIVE PLAN IS APPROVED. <br />DISCUSSION FOLLOWED ABOUT WHAT IS INVOLVED IN A TENTATIVE <br />MR. FOWLER STATED THAT THE DEVELOPER AGREED THAT THE <br />PROPERTY WOULD BE BROUGHT UP TO THE GRADE THAT THE COUNTY WANTED, <br />HE AGAIN STATED THAT THEY DID AN ENTIRE ENGINEERING STUDY ON THE <br />RUN-OFF TO KNOW WHAT KIND OF DRAINAGE PATTERN THERE WAS ON THE <br />PROPERTY. <br />ATTORNEY COLLINS SUGGESTED HAVING THE ENGINEER PRESENT <br />AT THE NEXT MEETING WITH PERCOLATION TESTS SO THAT THE BOARD CAN <br />MAKE A MORE INTELLIGENT DECISION. <br />COMMISSIONER LYONS EXPRESSED CONCERN ABOUT THE WHOLE <br />DRAINAGE PATTERN, SINCE THEY ARE NOW TALKING ABOUT CLOSING THE <br />DITCHES. <br />MR, FOWLER EXPLAINED THAT THE SUBDIVISION REVIEW COMMITTEE <br />WANTED THEM CLOSED BECAUSE THEY ARE IN THE CENTER OF THE LOTS. <br />
