7. Deposits will be fully refunded only to each bidder who <br />submits a bona fide bid, provided the plans and <br />specifications are returned in a clean condition within 10 <br />days after the bid opening date. <br />8. Bidders retaining plans beyond 10 days after plan recall <br />date will forfeit the entire deposit. <br />9. A Prebid Conference will be held at the Commission Room, <br />County Courthouse, 2145 14th Avenue, Vero Beach, Florida on <br />January.3, 1980, at 2 p.m. All prospective bidders and <br />principal subcontractors will be offered an opportunity to <br />air any question,regarding the contract documents. <br />10. Bidders must comply with the requirements of the <br />Instructions to Bidders. <br />11. Each bid must be accompanied by an acceptable bid bond, or <br />•certified or cashier's check, made payable to the Owner, in <br />an amount not less than five percent of the total bid, <br />(including all alternates,) as a guaranty that the bidder <br />will enter into a contract with the Owner within 10 days <br />after written notice of award. Bidders must be capable of <br />providing a performance bond for 100 percent of the <br />contract amount. <br />12. No bid may be withdrawn after the scheduled bid closing <br />time for a period of sixty days. <br />13. HE NOTED THAT WE DEALT WITH SOME HAZARDOUS BUILDINGS AND <br />AUTHORIZED THEIR REMOVAL SEVERAL MEETINGS AGO, AND THERE ALSO IS A <br />PROBLEM WITH SEVERAL JUNK YARDS. ATTORNEY COLLINS INFORMED THE <br />BOARD THAT THERE ARE TWO ALTERNATIVES FOR ENFORCEMENT. ONE IS <br />THROUGH THE STATE ATTORNEY'S OFFICE SINCE A ZONING VIOLATION IS A <br />CRIME, AND THE OTHER IS INJUNCTIVE RELIEF THROUGH THE CIVIL COURTS. <br />HE NOTED THAT THE STATE'S ATTORNEY WORKS ON A SALARY WHICH IS BUD- <br />GETED FOR WHILE HAVING THE COUNTY'S ATTORNEY HANDLE THIS WOULD BE <br />AN ADDITIONAL EXPENSE, HE ASKED IF THE BOARD WOULD PREFER TO TRY <br />FOR RELIEF THROUGH THE STATE'S ATTORNEY FIRST, OR IF THEY WISH TO MOVE <br />AHEAD ON INJUNCTIVE RELIEF THROUGH THE CIVIL COURTS.
