COMMISSIONER LOY THEN INQUIRED ABOUT THE CAPACITY LEFT IN <br />THE PLANT FOR ANY OTHER CUSTOMERS. <br />MR. ENG STATED THAT EVEN WITH THE ADDITIONAL 600, THERE <br />WOULD BE A 2,100 RESERVE. HE THEN EXPLAINED THAT IN THE REPORT <br />WHICH PROPOSED THE SIZE OF THE TREATMENT PLANT, THEY USED 130 GALLONS <br />PER DAY PER CAPITA, OR 9,000 GALLONS PER MONTH. BASED ON THE HISTORY <br />OF GIFFORD AND MID FLORIDA, THEY NOW FIGURE AN AVERAGE OF 7,000 GAL- <br />LONS PER MONTH: SO, IF THIS IS CORRECT, THEN THERE WOULD BE AN <br />ADDITIONAL RESERVE CAPACITY ALREADY BUILT IN. HE FELT YOU WOULD <br />HAVE APPROXIMATELY 2,500 ADDITIONAL RESERVE CONNECTIONS BASED ON <br />7,000 PER MONTH. <br />COMMISSIOENR SIEBERT EMPHASIZED THAT WE SHOULD REQUIRE <br />MANDATORY HOOK-UP AND POINTED OUT THAT WE NEED MORE CUSTOMERS ON THE <br />GIFFORD SYSTEM. <br />COMMISSIONER LYONS ASKED IF IT WOULD SIMPLIFY THINGS IF <br />WE EXERCISED OUR OPTION AND TOOK OVER THE VISTA SYSTEM RIGHT NOW. <br />MR. ENG EXPLAINED THAT THIS WOULD HELP VERY LITTLE BECAUSE <br />THE $200 CONNECTION FEE IS A ONE-SHOT ITEM, AND IT WOULD ONLY MEAN <br />A DIFFERENCE OF 2N PER MONTH. <br />COMMISSIONER LYONS NOTED THAT WE ARE NOT DOING THE PEOPLE <br />A FAVOR BY ANY FURTHER DELAY, AND EVERY MONTH WE WAIT WILL MAKE THE <br />COST OF WATER HIGHER TO THE CUSTOMERS IN THE LONG RUN. <br />MR. ENG INFORMED THE BOARD THAT ALL THE GIFFORD LINES ARE <br />IN AND WILL BE CLEARED THIS WEEK. HE BELIEVED THERE ARE ANOTHER <br />300 EXISTING HOUSES THAT COULD HOOK ON IN THE NEXT COUPLE OF WEEKS. <br />HE STATED THAT THERE ARE AN ESTIMATED 567 UNITS ON THE SYSTEM NOW, <br />AND NO ONE IS ON THE NEW LINES YET. <br />COMMISSIONER SIEBERT FELT THEY ARE NOT CONNECTING AS THEY <br />SHOULD BE TO THE GIFFORD SYSTEM AND THAT A FEW PEOPLE ARE FOOTING <br />THE BILL FOR THE WHOLE SYSTEM. <br />MR. ROBBINS NOTED THAT IF MANDATORY HOOK-UP IS REQUIRED <br />IN THE SOUTH COUNTY, THE GEOGRAPHICAL LIMITS OF THE PHASE I PROJECT <br />WERE NOT DEFINED IN THE REPORT, BUT HE FELT THE EXISTING WATER LINE <br />DEFINES THE AREA. <br />DISCUSSION CONTINUED ON DEFINING SERVICE AREAS. <br />DEC 51979 41 ao 42 pAcE 219 <br />
