HE STATED THAT <br />THEIR ESTIMATES WERE BASED ON 80% OF THOSE IN THE AREAS WHICH ARE <br />NOT NOW CONNECTED, AND MR. ENG FELT THAT OF THE OVER 500 AVAILABLE <br />NOW ABOUT 478 WILL CONNECT. <br />CHAIRMAN WODTKE ASKED HOW MANY THERE MAY BE AVAILABLE IN <br />THE CLASSES OF FRANCHISE THAT STATE WHEN A COUNTY SYSTEM IS AVAILABLE.- <br />THEY <br />VAILABLE, <br />THEY WILL TURN OVER THEIR LINES, I.E. EN -G STATED THAT IT IS JUST THE STANDARD BASE <br />RATE: GIFFORD IS A SEPARATE ENTERPRISE SYSTEM. <br />ATTORNEY COLLINS ASKED IF THEY NEED THE RATE SCHEDULE IN <br />EFFECT COUNTYWIDE OR WILL THEY ACCEPT A COMMITMENT THAT THE SYSTEM <br />WILL BE PROPERLY FUNDED IN ORDER TO MOVE AHEAD? <br />MR. ENG REPLIED THAT FMHA NEEDS A COMMITMENT THAT THE <br />SYSTEM WILL BE PROPERLY FUNDED EITHER WITH A RATE IN CONJUNCTION WITH <br />A UTILITY TAX OR BY HAVING A HIGHER RATE FOR THIS PART OF THE COUNTY. <br />THE CHAIRMAN NOTED THAT HE HAS NO PROBLEM WITH CHARGING <br />NEW CONSTRUCTION REASONABLE TAP -IN FEES TO PAY FOR THEIR PROPORTION- <br />ATE SHARE. <br />MR. ENG DISCUSSED HAVING THE DEVELOPER PAY FOR RESERVE <br />CAPACITY AND POINTED OUT THAT IT TAKES A YEAR TO IMPLEMENT SOMETHING <br />LIKE THAT, AND THE FMHA HAS TO HAVE SOMETHING CONCRETE NOW. <br />COMMISSIONER SIEBERT ASKED WHAT WOULD HAPPEN If HOOK-UP <br />WERE MADE MANDATORY, AND MR. ENG STATED THERE WOULD BE ABOUT 100 <br />MORE CONNECTIONS RIGHT NOW. <br />COMMISSIONER LOY ASKED IF WE GET ALL THESE CUSTOMERS AND <br />ADD ANOTHER 500 FROM VISTA PROPERTIES, WOULD WE GET TAP -IN FEES FROM <br />THE ONES AT VISTA PROPERTIES, AND ATTORNEY COLLINS STATED THAT THIS <br />IS SOMETHING THAT WOULD HAVE TO BE WORKED OUT. <br />
