CONNELL AGREED THAT IT DID NOT NEED TO BE BROUGHT <br />UP THE FULL AMOUNT NEEDED FOR A HOUSING PAD, <br />MOTION WAS MADE BY COMMISSIONER LYONS, SECONDED BY COM- <br />MISSIONER SIEBERT, TO REJECT TENTATIVE APPROVAL OF WEST MEADOWS <br />SUBDIVISION AND ASK THAT THE APPLICANT RESUBMIT A PLAN THAT CAN BE <br />RECOMMENDED BY THE COUNTY ADMINISTRATOR. <br />COMMISSIONER SIEBERT ASKED WHAT A "NON -ACCESS" EASEMENT <br />MEANS, AND MISS LANCASTER EXPLAINED THAT PEOPLE WITH DOUBLE FRONTAGE <br />WILL NOT HAVE ACCESS DIRECTLY TO CITRUS ROAD. <br />CHAIRMAN WODTKE NOTED THAT BY THE PROPOSED MOTION, WE <br />ARE DENYING THIS AND TELLING THEM TO DO ALL THE THINGS DISCUSSED <br />AND THEN COME BACK, BUT WHAT ASSURANCE DO THEY HAVE THAT WE WILL <br />GIVE THEM TENTATIVE APPROVAL AT THAT TIME. <br />COMMISSIONER LYONS SUGGESTED THAT THEY JUST SUPPLYA <br />PLOT PLAN SHOWING THE PROPER ELEVATIONS PRIOR TO APPROVAL OF THE <br />TENTATIVE PLAT, AND MR. FOWLER STATED THAT THEY COULD SUPPLY A <br />SET OF PLANS WITH ROAD, DITCH AND LAND ELEVATIONS. <br />ADMINISTRATOR JENNINGS SUGGESTED THAT THE BOARD COULD <br />APPROVE THE TENTATIVE PLAN SUBJECT TO THE LAND BEING PREPARED IN <br />AN ACCEPTABLE MANNER THAT WILL SHOW IT WILL DRAIN. <br />ATTORNEY COLLINS FELT IT WOULD BE HELPFUL IF SOME STANDARD <br />COULD BE REFERRED TO AT WHICH IT COULD BE APPROVED, AND MR. CONNELL <br />FELT THEY SHOULD COME UP TO THE NATURAL HIGHEST ELEVATION SO THERE <br />IS NO POCKET IN THERE, <br />THE ADMINISTRATOR FELT THAT A MINIMUM ELEVATION OF 19' <br />WOULD BE SATISFACTORY, AND MR. FOWLER AGREED IT WOULD BE REALISTIC. <br />MR., REDISH STATED THAT THEY ARE WILLING TO BRING UP THE <br />LOWER AREA TO THE ELEVATION OF THE SURROUNDING PROPERTY, AND THEY <br />WOULD LIKE TO HAVE TENTATIVE APPROVAL TO DO THIS SUBJECT TO HAVING <br />ADEQUATE DRAINAGE SATISFACTORY TO THE ADMINISTRATOR. <br />COMMISSIONER SIEBERT STATED THAT HE WOULD VOTE AGAINST <br />THIS UNTIL WE CAN BE PRESENTED A SATISFACTORY PLAN BECAUSE HE DID <br />NOT WISH TO GIVE TENTATIVE APPROVAL BASED ON SOMETHING THAT MAY OR <br />MAY NOT HAPPEN. <br />COMMISSIONER LOY NOTED THAT WE HAVE HAD TOO MANY PROBLEMS <br />WITH DRAINAGE, AND SHE, TOO, COULD NOT SUPPORT THIS UNTIL WE HAVE <br />
