IN FURTHER DISCUSSION, IT WAS GENERALLY <br />AGREED THAT THE BOARD FAVORED 40 YEARS - A 30 YEAR LEASE WITH A 10 <br />YEAR OPTION. <br />COMMISSIONER SIEBERT NOTED THAT WE MUST START OUT WITH <br />THE PREMISE THAT THE PRESENT FACILITIES IN THE FORM OF THE BALLFIELD <br />AND RECREATIONAL COMPLEX WITHIN THE CITY OF VERO BEACH, WHICH ARE <br />ALSO FOR THE USE OF THE CITIZENS OF INDIAN RIVER COUNTY, ARE RIGHT <br />NOW JUST ABOUT SATURATED AND WE WILL NEED ADDITIONAL RECREATIONAL <br />COMPLEXES. HE REPORTED THAT THIS FIELD IN A THREE-MONTH PERIOD HAS <br />OVER 200 DIFFERENT ACTIVITIES AND IT WAS THE FEELING OF THE STAFF <br />PEOPLE FROM THE CITY AND SCHOOL BOARD THAT ANYTHING THEY DO IN THE <br />FUTURE SHOULD BE DONE AS A MULTIPLE USE FACILITY. HE CONTINUED THAT <br />THERE IS AN AREA BY THE NEW BASEBALL FIELD BEHIND THE HIGH SCHOOL <br />ALONG 20TH AVENUE THAT THE SCHOOL BOARD WOULD LIKE TO CONSIDER. WITH <br />OR WITHOUT THE ASSISTANCE OF THE COUNTY, THEY ARE GOING TO HAVE A <br />SOCCER FIELD AND WILL MAKE IT A MULTIPLE USE FACILITY. COMMISSIONER <br />SIEBERT STATED THAT SUPERINTENDENT BURNS WILL RECOMMEND THAT THE AREA <br />BE DEVELOPED JOINTLY BY THE CITY, THE COUNTY AND THE SCHOOL BOARD. <br />COMMISSIONER SIEBERT CONTINUED THAT ADMINISTRATOR JENNINGS FEELS <br />THAT 20TH AVENUE WOULD BECOME A REAL TRAFFIC PROBLEM IF THERE WAS <br />ANOTHER RECREATION COMPLEX PUT IN THERE, AND IN VIEW OF THE FACT THAT <br />THIS NEEDS TO BE DIVIDED BY THE CANAL, IT WOULD SEEM THERE IS AN <br />OPPORTUNITY FOR THREE GOVERNMENTAL AGENCIES TO WORK COOPERATIVELY <br />AND POSSIBLY CONSTRUCT 20TH AVENUE EAST OF THE DITCH TO PROVIDE ACCESS. <br />COMMISSIONER SIEBERT FELT THIS WOULD BE THE CHEAPEST WAY,TO HAVE A <br />JOINT THREE-WAY COMPLEX. <br />COMMISSIONER LYONS WAS IN AGREEMENT THAT THIS IS AN OPPOR- <br />TUNITY AND THE WAY TO GO AND ASKED HOW IT WOULD BE FINANCED. <br />COMMISSIONER SIEBERT STATED THAT IS UP TO EACH INDIVIDUAL <br />BODY, BUT A COMMITMENT WOULD HAVE TO BE MADE THAT WE ARE GOING TO <br />LOOK FOR A WAY TO ACCOMPLISH THIS. <br />52 <br />
