_I <br />DEC .5 1979 00ox 42 �Ac 24 <br />COMMISSIONER SIEBERT FELT MOST OF THEM ARE TOTALLY UNIN- <br />TERESTED UNLESS IT IS SOMETHING THAT AFFECTS THEM PERSONALLY; HE <br />NOTED THAT WHEN WE DID THE MASTER PLAN, WE HAD THEM BURSTING OUT OF <br />THE DOORS. <br />COMMISSIONER DEESON COMMENTED THAT COMMISSIONER LYONS' <br />REMARKS HAVE A LOT OF MERIT, BUT HE DID NOT BELIEVE HE COULD JUSTIFY <br />THE EXPENSE OF ADVERTISING FOR THE FEW WHO ARE REALLY CONCERNED. HE <br />POINTED OUT WHAT A SMALL VOTER TURNOUT THERE IS, AND DOUBTED THE <br />PEOPLE WOULD READ IT WHETHER IT IS IN THE PAPER OR NOT. <br />COMMISSIONER LOY NOTED THAT WE HAVE ALWAYS FELT THAT <br />INDIAN RIVER COUNTY HAS MORE PRESS THAN ANY OTHER COMMUNITY ITS SIZE. <br />SHE FELT THE PRESS DOES A FINE JOB AND NOTED THAT THEY HAVE STARTED <br />A SCHEDULE OF EVENTS. COMMISSIONER LOY DID AGREE THAT WE NEED <br />SOMEONE WITHIN OUR COUNTY STAFF TO PUT OUT INFORMATION THAT HAS <br />TO DO WITH THE PROJECTS WE ARE WORKIN ON - A PUBLIC RELATIONS PERSON, <br />BUT SHE COULD NOT JUSTIFY SPENDING TAXPAYER DOLLARS TO PUBLISH OUR <br />AGENDA. SHE POINTED OUT THAT WE NOW ARE POSTING A SIGN ON PROPERTY <br />THAT IS TO BE REZONED. <br />COMMISSIONER LYONS BELIEVED THAT THE COMMISSION DOES A <br />LOT OF GOOD WORK OF WHICH THE PUBLIC IS NOT AWARE, BUT STATED HE <br />WOULD DROP THIS MATTER FOR THE MOMENT@ <br />COMMISSIONER LYONS THEN DISCUSSED REQUIREMENTS UNDER THE <br />ENERGY CODE FOR INSULATION OF BUILDINGS, NOTING THAT THOSE OF 1,500 <br />SQ. FT. OR LESS ARE EXEMPTED. HE STATED THAT HE AND ATTORNEY COLLINS <br />WENT TO A JOINT MEETING OF THE CITY AND COUNTY APPEALS BOARDS, AND <br />THEY ARE GOING TO GIVE -US A RECOMMENDATION TO GO BACK AND INCLUDE <br />INSULATION REQUIREMENTS FOR ALL STRUCTURES THAT ARE HEATED AND COOLED, <br />INCLUDING THOSE OF 1,500 SQ. FT. OR LESS. THEY WERE IN COMPLETE <br />AGREEMENT ON THIS MATTER. HE NOTED THAT THEY ALSO RAN ACROSS A CASE <br />WHERE SOMEONE BUILT SOME APARTMENTS AND FOUND A WAY, BY THE WORDING <br />OF THE CODE, TO KEEP FROM INSULATING THEM AND THAT WILL BE COVERED <br />IN THE RECOMMENDATION, TOO. IN REGARD TO THE ROOF SITUATION, THE <br />APPEALS BOARD SEEMS TO BE OF THE GENERAL OPINION THAT THE BIGGEST <br />
