<br />Under discussion, Commissioner Wheeler believed the enclave bill issue was on the way <br />to being corrected. He thought all the concerns we have with protecting industrial use property <br />could be addressed through a LDR amendment just as well as by expanding the USA. He thought <br />this would be setting a precedent; he preferred to see the whole situation addressed rather than just <br />one location. He would not support the motion and preferred the #3 alternative. He did agree with <br />protecting the property for industrial use. <br />Chairman Neuberger envisioned a mini-city around the interchange and that the node <br />could be expanded. <br />Commissioner Bowden gave a lot of credibility to County Attorney Collins’ point and <br />factored that into her decision. She preferred to see each packinghouse considered separately. <br /> <br />The CHAIRMAN CALLED THE QUESTION and <br />the motion carried (3-2, Commissioners Davis and <br />Wheeler opposed.). The Board adopted Resolution <br />No. 2006-059 approving the transmittal of a <br />proposed future Land Use Map amendment to the <br />Indian River County Comprehensive Plan to the <br />State of Florida Department of Community Affairs. <br /> <br />9.A.3.
