DEC 121979 acox 42 ME 2 <br />MR. HENDERSON REPORTED IT WOULD BE ON A LUMP SUM PROPOSAL <br />AND THEY WOULD SUBMIT PERIODIC ESTIMATES MONTHLY BASED ON PERFORMANCE <br />OF WORK, WHICH WOULD BE EVALUATED BY THE COUNTY. <br />DISCUSSION ENSUED REGARDING SURVEYS AND MR, HENDERSON FELT <br />THE ONLY SURVEYS THEY THOUGHT WERE NECESSARY ARE AT BARBER AVENUE, <br />AND THE SOUTH SIDE OF THE MAIN CANAL WHERE CONSTRUCTION WAS DONE <br />RECENTLY. <br />COMMISSIONER SIEBERT ASKED IF THEIR FIRM WOULD ENTERTAIN <br />A COST PLUS BASIS WITH AN UPSET FIGURE. <br />MR. HENDERSON NOTED THAT THEY DO THIS OCCASIONALLY, BUT <br />THEY ARE CONCERNED ABOUT THE PERMITTING EFFORT AND THEREFORE, IT IS <br />DIFFICULT TO PROPOSE SUCH AN ARRANGEMENT. HE ADDED THAT THEY WOULD <br />RESERVE THE RIGHT TO POINT OUT CHANGE CONDITIONS, AND THAT THE <br />BOARD WOULD SHARE IN ANY ECONOMY IF THEIR ESTIMATES WERE CONSERVATIVE. <br />MR. HENDERSON CONCLUDED THAT THEY WOULD BE WILLING TO WORK UNDER <br />THIS TYPE OF ARRANGEMENT. <br />COMMISSIONER LYONS INQUIRED IF THEY HAVE CONSIDERED THE <br />DRAINAGE QUESTION ANYTHING OTHER THAN NORMAL FOR THAT AREA. <br />MR. HENDERSON FELT THE PROBLEMS OF MOSQUITO CONTROL AND <br />THE ROAD WOULD SERVE AS A BACK DIKE, AND THERE MAY BE CONCERN BY <br />THE RESIDENTS ON THE WEST SIDE OF THE AREA AS TO A DAM EFFECT, BUT <br />HE THOUGHT THEY HAVE ALREADY PASSED THOSE POINTS. HE CONTINUED <br />THAT THE ROADSIDE DITCHES HAVE THREE OUTFALLS AND AN OPENING THROUGH <br />THE DITCH TO VOSSINBURY CREEK, AND HE DIDN'T BELIEVE A BRIDGE IS <br />NECESSARY AS WE HAVE ALREADY BEEN THROUGH THAT STUDY AND HYDRAULICALLY <br />AND ECONOMICALLY, THE BOX CULVERT WAS THE BEST WAY TO GO. <br />COMMISSIONER LYONS ADDED THAT BASED ON ADMINISTRATOR <br />JENNINGS' AND HIS DISCUSSIONS WITH THE DER, AND THE ALIGNMENT THAT <br />HAS BEEN SUGGESTED, HE THOUGHT THEY WERE COMMITTED TO THE BRIDGE <br />OVER VOSSINBURY CREEK AND WOULD NOT WANT TO CHANGE THAT AS THERE <br />ARE A LOT OF PEOPLE INVOLVED. HE STRESSED THE CONCERTED OPPOSITION <br />OF THE PEOPLE ON THE WEST SIDE OF THE ROAD IN COUNTRY CLUB POINTE <br />AND FELT THEY ARE GOING TO SCRUB ANY DESIGN THAT IS DONE FOR DRAINAGE <br />THERE. COMMISSIONER LYONS DID NOT WANT ANYBODY TO UNDERBID AS HE <br />FELT THIS WAS GOING TO BE A VERY BIG ISSUE. <br />THE BOARD THEN THANKED PAIR. HENDERSON-FOR HIS PRESENTATION. <br />6 �- <br />
