COMMISSIONER LYONS INTERJECTED THAT THE DRAINAGE PROBLEM <br />IS VERY IMPORTANT PARTICULARLY FROM THE OPPOSITION THAT IS BUILDING <br />UP IN THE COUNTRY CLUB POINTE AREA AS THEY ARE AFRAID IT WILL <br />CREATE A FLOOD CONDITION THERE. <br />SPECIALIST FOR DRAINAGE. <br />HE THEN ASKED IF THEY HAD A <br />MR. GREEN REPORTED THAT DON WYCOFF HAS BEEN INVOLVED IN <br />SEVERAL MASTER DRAINAGE PLANS THAT HAVE HAD PROBLEMS, AND HE WILL <br />BE IN THE PROJECT TEAM. <br />DISCUSSION ENSUED REGARDING HOW MUCH OF THE ORIGINAL PLAN <br />CAN BE ADAPTED SINCE A 4 LANE ROAD WAS PLANNED, AND NOW ONLY.2 LANES <br />ARE PROPOSED. <br />COMMISSIONER LYONS FELT THAT IF THE COUNTY CAN GET 2 LANES <br />THROUGH, THEY.WILL NOT VOLUNTEER TO MAKE IT ANY WIDER. <br />MR. CARTER SPOKE ABOUT THE WATER SHED AREAS, AND SAID HE <br />WOULD RATHER BE OVERDESIGNED SINCE THEY DON'T KNOW WHAT IS GOING <br />TO TAKE PLACE, AS THERE IS A LOT OF GREEN AREA. HE ADDED THEY WANT <br />TO UTILIZE AS MUCH OF THE MAIN CANAL AS POSSIBLE. <br />MR. GREEN EXPRESSED CONCERN ABOUT THE SOIL CONDITIONS <br />SINCE THEY HAVE NOT SEEN ALL OF THE SOIL DATA. <br />THE BOARD THEN THANKED THE MEN FOR THEIR PRESENTATION. <br />THE BOARD WELCOMED JERRY BLACKWELL OF AMERICAN ENGINEERS, <br />ORLANDO, FLORIDA, AND HE NOTED THAT THE FIRM WAS ESTABLISHED IN <br />1963 IN RICHMOND, VIRGINIA. MR. BLACKWELL ADVISED THERE ARE 50 <br />PROFESSIONAL AND TECHNICAL PEOPLE IN THE FIRM, PRIMARILY WORKING 90% <br />ON ROADS AND BRIDGES; 10% IN LAND DEVELOPMENT. HE COMMENTED THAT <br />WILLIAM M. JONES IS THE SENIOR PARTNER OF THE COMPANY, AND THEN <br />INTRODUCED PROJECT MANAGER, THOMAS L. HANCOCK. HE NOTED THAT MR. <br />HANCOCK IS VERY QUALIFIED TO BE IN CHARGE OF PROJECT COORDINATION, <br />AND THE REMAINING TEAM LEADERS ARE ALL PROFESSIONAL ENGINEERS THAT <br />WILL REMAINFOR THE LIFE OF THE PROJECT. <br />THOMAS L. HANCOCK INFORMED THE BOARD THAT HE HAS BEEN IN <br />ENGINEERING FOR 29 YEARS AND WORKED AT DOT AS A DRAFTSMAN, HANDLING <br />PROJECTS ALL THE WAY UP TO INTERSTATE AND URBAN EXPRESSWAYS. HE <br />REVIEWED THE PLANS, SPOKE TO ADMINISTRATOR KENNINGS AND ASSISTANT <br />ADMINISTRATOR NELSON ABOUT THE PROJECT, AND TRIED TO FAMILIARIZE <br />HIMSELF WITH IT, AND WHAT THE BOARD'S DESIRES ARE WITH THIS PROJECT. <br />DEC 21979 9 Boos 42 FACE 02 <br />
